answer text <p>Maintaining flood defence assets depends on a combination of capital and revenue funding. This Government is spending £3.2 billion on flood management and defences in this Parliament, which is a real terms increase and half a billion pounds more than in the previous five years.</p><p> </p><p> </p><p> </p><p>We have committed a record level £2.3 billion capital funding right up until 2021. This is a real terms average increase in capital investment compared with the current spending review period and the long-term commitments will allow us to get better value for money. We have also provided an extra £70 million of revenue funding for the Environment Agency to maintain its defences: £35 million this year and £35 million next year, on top of the £5 million we had already committed in 2015/16 before the winter storms.</p><p> </p><p> </p><p> </p><p>The National Audit Office report ‘Strategic Flood Risk Management’ was considered by the Public Accounts Committee on 24 November. The Government will respond to the Committee’s recommendations in early 2015.</p><p> </p>

answer text <p>It is important that the Environment Agency is able to focus its efforts and resources in those areas where the risk of flooding to communities, businesses and property are greatest.</p><p> </p><p> </p><p> </p><p>In the areas where the Evironment Agency is withdrawing from land drainage activities, the Agency is committed to working closely with landowners, farmers, householders and businesses to help them consider the options available to them for taking over the maintenance activities.</p><p> </p><p> </p><p> </p><p>We feel that, in these areas, responsibility for local watercourse management sits more appropriately with expert local bodies, including local authorities and IDBs as well as riparian owners, since these bodies are best placed to take decisions on local priorities in discussion with their communities.</p><p> </p><p> </p><p> </p><p>We are keen to enable these bodies, and individuals, to act effectively in partnerships at a local level to achieve the outcomes that communities want to see. We are engaged in a range of actions to make it easier for farmers and landowners who wish to undertake their own de-silting and channel maintenance activities. We also very much welcome the establishment of IDBs where these are proposed and supported by the local community.</p><p> </p><p> </p><p> </p><p>We recognise the challenges associated with raising funds for flood risk locally, including for the establishment of new IDBs, and are continuing to explore options in this area together with the Department for Communities and Local Government</p><p> </p><p> </p>

Inflation is below target, the deficit is forecast to have halved as a share of GDP in 2014-15, and there are record numbers of people in work. answer text <p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p>I refer my hon Friend to the response to her recent written question, UIN 212643.</p><p> </p><p> </p><p> </p><p>To be clear, the Government is securing, modernising and protecting the Post Office network across all communities in the UK – including, or course, branches in rural communities.</p><p> </p><p> </p><p> </p><p>Since 2012, the Network Transformation programme has seen over 3,400 branches modernised, and a further 3,400 branches designated as Community Branches. These branches are the last shop in the community, and many are in rural and remote communities. Community Branches are benefitting from access to the £20 million Government funded Community Branch Fund, which is providing investment into these socially important branches.</p><p> </p><p><strong> </strong></p><p> </p> more like this

answer text <p>My Right Hon. Friend the Secretary of State has not undertaken any specific assessment of the Scandinavian model for providing mobile services but as part of its long-term economic plan, Government it is working with industry to ensure that the UK has a vibrant digital economy. We are investing up to £150 million to improve mobile coverage in areas where there is currently no coverage from any of the Mobile Network Operators (MNOs) through the Mobile Infrastructure Project. Additionally, we are currently consulting on proposals to improve mobile phone coverage in areas where there is a signal from one or more of the UK network operators, but not all four. The consultation closes on 26 November and is available on the GOV.UK website: <a href="https://www.gov.uk/government/consultations/tackling-partial-not-spots-in-mobile-phone-coverage" target="_blank">https://www.gov.uk/government/consultations/tackling-partial-not-spots-in-mobile-phone-coverage</a></p><p> </p><p>All four MNOs are also rolling out 4G mobile services that will provide faster mobile broadband. This rollout is expected to be the quickest in Europe and should deliver excellent coverage both indoors and outdoors. As a condition of the 4G spectrum they acquired by auction in 2013, O2 has an obligation to provide indoor 4G coverage to at least 98% of the UK population (and at least 95% of the population of England, Scotland, Wales and Northern Ireland) by the end of 2017. The other three MNOs have publically committed to matching this coverage by the end of 2015. This will help ensure UK consumers continue to benefit from excellent mobile services at competitive rates.</p>

answer text <p>This Government is committed the delivery of superfast broadband throughout the UK. We have allocated funding to projects areas to deliver superfast broadband to 95% of UK premises, for which Oxfordshire was allocated £6.21m and North Yorkshire was allocated £25.16m from central sources. Oxfordshire is anticipated to achieve 94% superfast broadband coverage and North Yorkshire, 92% superfast broadband coverage. In addition, the projects areas will benefit from delivery of the universal standard broadband and the Government is currently piloting alternative solutions with the aim of extending superfast coverage beyond 95%.</p><p> </p><p>The UK Government also recognises the value of mobile phone coverage in rural areas. Improving coverage is part of the Government’s wider digital inclusion agenda and investment in infrastructure for the long term economic plan. The Government’s Mobile Infrastructure Project is providing up to £150 million to improve mobile coverage in areas where there is currently no coverage from any of the MNOs and where it has not proved economical for the private sector to build infrastructure or extend their networks.</p>

answer text <p>Following all bovine TB incidents in the Low Risk Area of England, which are infrequent and sporadic, rigorous disease controls are applied. These include herd movement restrictions, whole herd testing and radial testing of surrounding herds. Though burdensome for affected farmers, these controls are necessary if we are to prevent further spread of bovine TB into new areas, as is the case in Helmsley.</p><p><br></p> more like this
