NHS England is aware of some hospital trusts that have implemented an opt-out screening protocol within emergency care settings, but this is not routine practice in all hospitals. answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The high needs national funding formula allocates funding to local authorities through a range of proxy factors, including socio-economic deprivation, low attainment and disability. This is to avoid the perverse incentive to label children as having special educational needs (SEN) or a disability to secure additional funding, which would arise if the number of education, health and care plans determined the amount of funding allocated. As identified in ‘research on funding for young people with special educational needs’, a report by ISOS Partnership in 2015, there is a significant correlation between these proxy indicators and SEN. That is why we are putting pressure on developers and freeholders to vary onerous lease terms, such as those with doubling ground rents. Some developers have introduced schemes to assist individuals which is welcome, but this support must be extended to include second hand buyers, and leaseholders proactively contacted. We are keeping a close eye on progress and will consider taking further action as necessary.</p><p>We are also working with the Law Commission to make it faster, fairer and cheaper for existing leaseholders to extend their lease or buy the freehold.
