answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The most recent detailed discussion took place on a visit to Wales on 4th April 2019, where the Secretary of State accompanied the Secretary of State for Wales to the Cardiff Charles Street Jobcentre Plus office, where they had a general discussion around Universal Credit.</p><p> </p><p>The roll out of Universal Credit (UC) is now complete and is available in every Jobcentre across the country.</p><p> </p><p>As planned, the testing of moving legacy claimants to Universal Credit will take place in Harrogate and will begin this month. The goal of the pilot is to learn as much as possible and to increase numbers as slowly and gradually as necessary. answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>It is not possible to confirm exactly how many people in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Since 16 January 2019 claimants who are in receipt of SDP or who have been entitled to an award of an existing benefit that included SDP in the previous month, and who have continued to meet the SDP eligibility conditions, have been prevented from moving onto Universal Credit if they experience a change in circumstances. answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>There are many reasons people use foodbanks and agreement that growth in the use of foodbanks cannot be attributed solely to Universal Credit.</p><p>Under Universal Credit no claimant has to wait for their money: advances of up to 100 per cent of their award are available to all claimants from day one of their claim. Advances are paid back over a period of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, up to 16 months. This is just one of a number of measures the Department has put in place to support claimants, such as paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. Therefore, if a Housing Benefit claim ends because of a move to Universal Credit, the claimant is notified that the Housing Benefit claim has ended.</p><p> </p><p>However, we know that many tenants are arriving on Universal Credit with pre-existing rent arrears, that their arrears tended to increase prior to making a claim for Universal Credit, and that Universal Credit actually appears to be helping to clear arrears over time.
