Friend the Member for Runnymede and Weybridge (Mr Hammond) discussed the crisis in eastern Ukraine with Foreign Minister Klimkin on 13 September. The Prime Minister, my right hon. Friend the member for Witney (Mr Cameron) also discussed the crisis with President Poroshenko in the margins of the European Council on 30 August and the NATO Summit on 4 September, and at the ASEM meeting in Milan on 17 October.</p> more like this

answer text <p>We do not assess that the protests outside the Ukrainian Parliament on 14 October had any effect on the Ukrainian government’s stability. We welcome the recent parliamentary elections as a further step towards building a democratic society in Ukraine. But there is still work to do. The new government, when it is formed, must press ahead with much-needed political, economic and governance reforms.</p> more like this

answer text <p>The UK does not, and will not, recognise the illegal annexation of Crimea by Russia. Russia’s illegal annexation of Crimea is a flagrant violation of a number of Russia’s international commitments, including under the UN Charter, the OSCE Helsinki Final Act and the 1997 Partition Treaty on the Status and Conditions of the Black Sea Fleet with Ukraine. That is why Russia has been isolated in the Security Council and in the wider international community.</p> more like this

answer text <p>On 16 September the Ukraine Parliament (Rada) ratified the EU-Ukraine Association Agreement, demonstrating Ukraine’s commitment to closer integration with the European Union. The European Parliament gave its consent to the Agreement in parallel. The Rada also voted in favour of Ukraine submitting an application for EU membership.</p><p>On 25 September, President Poroshenko announced that Ukraine would submit a bid for membership of the EU in 2020.</p><p>We have consistently made clear our position that any European country that meets the criteria should be able to apply for EU membership; this includes Ukraine, if that is what the people of Ukraine want. Countries must meet all the rigorous conditions of membership in full before joining the EU. No bilateral representations on this issue have been received.</p> more like this

answer text <p>UN Security Council Resolution 2166 condemned the downing of Malaysian Airlines flight MH17 in the strongest possible terms and called for a full, thorough and independent international investigation. We continue to work closely with the Dutch Public Prosecutor’s Office (OM), which is leading the investigation.</p><p>As my Rt Hon Friend the Prime Minister has made clear, the weight of evidence is pointing in one direction: MH17 was shot down by a missile fired by pro-Russian separatists. We welcome the Dutch Safety Board’s preliminary report of 9 September which further supports this evidence and makes it clear that this was not the result of human or technical error.</p> more like this

answer text <p>Since April 2009 the Ministry of Defence (MOD) has spent approximately £3.9 million supporting Ukraine through the Defence Assistance Fund and the Conflict Pool. Many of the activities funded through these mechanisms support command, control and communications capabilities (C3), to a greater or lesser extent, including through the provision of joint exercising, military education and contributions to NATO coordinated activities. However, the MOD is unable to breakdown this cost further to provide a figure for financial assistance specifically related to C3 alone. <br><br>Activities highlighted included the deployment of both UK civilian and military personnel to Ukraine and Ukrainian personnel to the UK. One such example from September of this year was the deployment of 41 personnel from the Light Dragoons to Ukraine to take part in EXERCISE RAPID TRIDENT, an annual US/Ukrainian multinational exercise aimed at enhancing interoperability and strengthening NATO partnerships. Elements of such exercise activity play an important role in practising C3 capabilities, but we are not able to give a figure for the number of personnel that have been deployed to Ukraine specifically for C3.<br><br>At the NATO Summit in Wales, we announced that the UK would lead a NATO C4 (Command, Control, Communications and Computers) Trust Fund for Ukraine and will contribute over €400,000 to this initiative. Work is now under way on the implementation of the Trust Fund.</p>
