answer text
Both the Department for Education and Ofsted have commissioned and published a number of studies over the past six years that focus on how to improve the education of Gypsy and Traveller children. These include:

Improving the outcomes for Gypsy, Roma and Traveller pupils: final report and literature review (Department for Education, October 2010, attached).https://www.gov.uk/government/publications/improving-the-outcomes-for-gypsy-roma-and-traveller-pupils-final-report; as well as case studies of schools showing successful practice in improving the attendance and attainment of Gypsy, Traveller and Roma pupils. This data includes annual statistics on the attainment of pupils from these groups in the year 1 phonics screening check; teacher assessments at the end of key stage 1 and national assessments at the end of key stages 2 and 4; and on levels of pupil attendance at, and exclusion from, school. Inspection reports published by Ofsted include commentary where appropriate on the quality of school provision for Gypsy and Traveller pupils and their progress and attainment.

The previous Government’s Ministerial Working Group on Gypsy and Traveller inequalities published a report in April 2012, which included 28 commitments from across Government to help reduce the inequalities experienced by Gypsies and Travellers. answer text
The use of Census categories for ethnicity is assessed each year as part of the Home Office’s process of agreeing each year’s Annual Data Requirement (ADR) of mandatory collections of statistical data from the police. This process includes consideration of the need, use, burden and data quality issues for each data collection. The National Police Chiefs Council (NPCC) have previously advised against the transition to the new Census categories due to the significant burden that this would place on forces to change IT systems and processes.

The ADR collections currently use the Census 2001 ethnicity framework, and there are no plans at present to move to the Census 2011 framework, which would add a separate category of ‘Gypsy or Irish Traveller’.

The guidance given to police forces on providing data to the Home Office is based on the Census 2001 ethnicity framework. It is, however, a decision for individual forces as to how they monitor and record ethnicity data for their own purposes.

answer text
The Government's approach to integration is set out in "Creating the conditions for integration", published in February 2012. Instead of large scale, centrally led and funded programmes our approach is to enable civil society and local areas to take action on integration issues that are important to them. We have moved away from a focus on single issues and specific groups, but we nonethless recognise that Gypsies and Travellers experience inequalites in a number of important areas. The Ministerial Working Group on Reducing Inequalities Experienced by Gypsies and Travellers published a progress report in April 2012, which made 28 commitments from across Government on reducing inequalities in these communities. We are currently reviewing progress on those commitments and will publish a further report in due course.
more like this
