answer text <p>The Department is investing in a central programme of support for schools to help teachers introduce the new subjects of relationships education (for primary aged pupils), relationships and sex education (for secondary aged pupils) and health education (for all pupils in state-funded schools). This programme will include a new online service, featuring an implementation guide, training materials, and resources that teachers need to teach the new subjects. We are working with expert organisations, schools and teachers to develop this support. There will also be training available for teachers through regional networks, offering opportunities to improve subject knowledge and build confidence.</p><p> </p><p>We have also been working closely with over 1,600 schools who are acting on a voluntary basis as early adopters of the new subjects, so that we can support their journey, learn lessons and share good practice amongst all schools.</p> more like this

answer text <p>High-quality professional development is important for teachers and leaders at all stages of their careers to ensure they receive appropriate support and to enable them to constantly improve their practice. Decisions relating to teachers’ professional development rightly rest with schools, headteachers and teachers themselves as they are in the best position to judge their own requirements. We recommend that all Continuous Professional Development is underpinned by the 'Standard for teachers' professional development'.</p><p>I also refer the hon. Member to the answer my right hon. Friend, the Minister of State for School Standards, gave on 4 November to questions 7039, 7040, 7041, 7042 and 7632. These answers emphasised the department’s commitment to supporting schools and colleges in promoting good mental wellbeing, providing a supportive environment for pupils experiencing problems and secure access to more specialist help for those who need it, which can be especially important for children who have experienced trauma.</p><p>These answers given by my right hon. Friend, the Minister of State for School Standards, referred to the fact that, in November 2018, the department updated its advice on mental health and behaviour in schools. This advice directs schools towards information on how trauma and adverse childhood experiences, such as bereavement, can affect individual children. The advice also explains how schools can adapt their approach to support these pupils within the context of a school environment that sets clear expectations of behaviour and clear routines.</p><p>Schools also need to be able to have access to specialist mental health support where pupils need it. We are taking forward the proposals set out in our Green Paper ‘Transforming Children and Young People’s Mental Health Provision’. There are 3 core commitments that are intended to support local areas to support children and young people’s mental health as quickly as possible.</p><p>The commitments will incentivise all schools and colleges to identify and train a Senior Mental Health Lead; to fund new Mental Health Support Teams (which will be supervised by NHS Children and Young People’s Mental Health staff) and the piloting of a 4-week waiting time for access to specialist NHS children and young people’s mental health services.</p><p>As part of the Green Paper proposals, the government also committed to provide mental health awareness training for a member of staff from all state-funded secondary schools in England by March 2020. This programme is funded and managed by the Department of Health and Social Care. This guidance signposts resources and highlights areas for consideration in the immediate aftermath and the days and weeks following a terrorist incident that affects pupils, students or staff. A key part of the guidance is signposting resources for those experiencing mental health issues as a result of terrorist incidents near their school or home. The Department works closely with the cross-government Victims of Terrorism Unit to ensure the guidance we provide is accurate and includes the most relevant, up to date material. We expect to publish this in November.</p>

answer text <p>Providing the best possible initial teacher training (ITT) is the focus of the Department’s drive to improve teaching standards. In order to be awarded qualified teacher status (QTS), trainees must demonstrate that they have met the Teachers’ Standards, which includes a requirement that they demonstrate good subject and curriculum knowledge. Ofsted is responsible for testing the quality of teacher training and at their most recent inspection, 99% of all teacher training providers were rated good or outstanding.</p><p> </p><p>The amount of time that primary trainees spend in training on each of the subjects in the national curriculum is not specified by the Government. It is for ITT providers to use their professional judgement to determine the content and structure of courses, but they must be designed so that trainees can demonstrate that they meet all the required standards at the appropriate level by the end of their training. This includes religious education.</p><p> </p><p>In July 2016, the Department published a ‘framework of core content for initial teacher training’, further guidance which states that ‘trainees must be conversant with a range of effective subject-specific pedagogical approaches’. The framework also outlines providers’ responsibility to audit trainees’ subject knowledge early in their training and make provision to ensure that trainees have sufficient subject knowledge to satisfy the standard by the end of their training.</p>

answer text <p>Higher education providers have legal responsibilities under the Equality Act (2010) to support students, including those with mental health conditions. As independent and autonomous institutions it is for providers to determine the precise nature of any mental health training they offer to staff.</p><p> </p><p>Mental health service provision is a priority for the government, which is why the former Prime Minister (Theresa May), my right. Hon friend for Maidenhead recently announced measures on 17 June which overhaul the government’s approach to preventing mental illness. These measures included providing £1 million to the Office of Students (OfS) for a competition to find innovative new ways to support mental health at universities and colleges. The OfS is currently working with students, sector representatives, experts and relevant government departments to develop priorities. They aim to publish further details by the end of the year.</p><p> </p><p>The department is also working closely with Universities UK on embedding the Step Change programme. This calls on higher education leaders to adopt mental health service provision as a strategic priority and take a whole-institution approach to embed a culture of good mental health practice.</p><p> </p><p>The University Mental Health Charter, which was announced in June 2018, is also expected to drive up standards in promoting mental health and wellbeing, positive working environments and excellent support for both students and staff.</p><p> </p><p>The former Minister for Universities, Science, Research and Innovation (Chris Skidmore), my hon. Friend for Kingswood gave a speech on 7 May 2019 that focused on early career researcher contracts and employment conditions. The Independent Review of the Concordat to Support the Career Development of Researchers, led by Professor Julia Buckingham, has recognised issues of wellbeing and poor mental health as a significant challenge faced by early career academics and researchers. Recommendations to address these challenges are currently under review and a revised concordat is expected in September.</p><p> </p><p>We hope future joint work by the OfS and Research England into the mental health and wellbeing of doctoral researchers can identify good practice to take forward in this area.</p><p> </p><p> </p>
