answer text
Taxis and private hire vehicles have an important role in local transport networks across the country. In towns and cities, for example, they can provide an important "first mile-last mile" role, connecting people to transport hubs. In rural areas, where public transport and local facilities may be limited, taxis and PHVs can meet a range of transport needs. The Government expects local authorities to consider taxis and private hire vehicles as part of their local transport planning.

more like this

answer text
The Government has provided support for the taxi and private hire vehicle sector throughout the COVID-19 pandemic. The majority of taxi and private hire vehicle drivers are self-employed and were therefore able to apply for grants through the Self-Employment Income Support Scheme (SEISS) before the scheme closed on 30 September 2021. Over the history of the SEISS, £28.1 billion has been paid in grants in total (up to 28 October 2021) and 2.9 million individuals have received a grant.

The Additional Restrictions Grant (ARG) provides local councils with grant funding to support businesses that are severely impacted by Coronavirus and the rise of the Omicron variant, which are not eligible for other grant funding. Further information can be found here at www.gov.uk/guidance/check-if-youre-eligible-for-the-coronavirus-additional-restrictions-grant.

While the ARG scheme remains in place to enable Local Authorities to deliver discretionary business support, we are encouraging Local Authorities to support those businesses that have been severely impacted by the spread of the Omicron variant. There is no restriction on the number of grants a business may receive, subject to subsidy limits.

answer text
In 2017, a Task and Finish Group on Taxi and Private Hire Vehicle Licensing was established to consider how private hire vehicle and taxi licensing authorities use their powers, and produce focussed recommendations for action. The Group was also tasked with considering whether it would advise the Government to accept the recommendations made in the Law Commission’s May 2014 report. The report by the Chair of the Task and Finish Group was published in 2018.

In 2019 the Government responded to the Task and Finish Group report setting out which of the recommendations made by the Chair the Department proposed to take forward. Many of the short-term recommendations were for licensing authorities to make full use of their extensive existing powers. To support licensing authorities, in July 2020 the Government issued the Statutory Taxi and Private Hire Vehicle Standards which sets out a robust range of safeguarding requirements and processes that all licensees in England should be subject to. A consultation on updated Best Practice Guidance for licensing authorities, which will contain recommendations on a wide range of issues, will be launched shortly.

The Government remains committed to bringing forward legislation, when Parliamentary time allows, to introduce national minimum standards, national enforcement powers and a national licensing database, as set out in the Government’s response to the report by the Chair of the Task and Finish Group.
