The UN estimate that 20 health facilities, at least 9 of which are hospitals, have been affected by recent hostilities. It is inexcusable that hospitals have been attacked despite their coordinates being provided to Russia and others by the UN deconfliction mechanism. We made this clear at an emergency session of the UN Security Council and warned that a full-scale offensive would risk a humanitarian catastrophe. We with the US, France and eight other countries issued a joint statement on 10 May and we released a further statement with France and Germany on 13 May. We called for de-escalation and the protection of civilians, while recognising Turkey's legitimate interest in the security of its borders. All actors in the Syrian conflict must comply with and fully uphold international conventions and norms. While we recognise Turkey's legitimate interest in the security of its borders, we have raised our concerns that further military operations risk undermining our shared goal of securing the enduring defeat of Daesh. Following military operations in Afrin, we have stressed the need for a sustainable solution for representative local governance, which is acceptable to Turkey and to local communities. answer	answer is ministerial correction date of answer 29/11/2018 answer text <p>The collection of data on civilian casualties during the campaign by the Global Coalition against Daesh is a matter for the Coalition itself. All missions comply fully with International Humanitarian Law, are meticulously planned and every care is taken to minimise the effect of our military action on civilians and civilian objects. It is therefore deeply regrettable that a UK air strike on 26 March 2018, targeting Daesh fighters in eastern Syria, resulted in an unintentional civilian fatality. This was reported to the House by my right hon. Friend the Secretary of State for Defence on 2 May 2018 (HCWS665). The Ministry of Defence takes any incidence of civilian casualty extremely seriously: we assess the evidence in detail and report back on our findings.
