answer text
We are appalled by reports that hospitals in north west Syria have been hit by Russian and regime airstrikes. The UN estimate that 20 health facilities, at least 9 of which are hospitals, have been affected by recent hostilities. It is inexcusable that hospitals have been attacked despite their coordinates being provided to Russia and others by the UN deconfliction mechanism. We urgently call on the Syrian regime, Russia and all other actors to abide by international law and respect the ceasefire agreed last year and the deconfliction mechanism.
more like this

answer text
We are gravely concerned by the offensive launched by the Syrian regime and Russia in Idlib. We made this clear at an emergency session of the UN Security Council and warned that a full-scale offensive would risk a humanitarian catastrophe. We with the US, France and eight other countries issued a joint statement on 10 May and we released a further statement with France and Germany on 13 May. We will continue to call out the regime and its backers for their actions and to press all sides to return to the ceasefire agreed last September at Sochi.
more like this

We called for de-escalation and the protection of civilians, while recognising Turkey's legitimate interest in the security of its borders. All actors in the Syrian conflict must comply with and fully uphold international conventions and norms. We are clear that any allegations of human rights violations, where there is credible evidence of their occurrence, must be investigated and have previously raised incidents with the Turkish authorities where there were grounds to do so.

The Government has already discussed the situation in Afrin extensively, including in a statement to this House by the Minister of State for the Middle East on 12 March 2018.
more like this

answer text
The UK Government regularly discusses the Syrian conflict with the Turkish authorities, including recent conversations between the UK Minister for the Middle East and North Africa and his Turkish counterpart. While we recognise Turkey's legitimate interest in the security of its borders, we have raised our concerns that further military operations risk undermining our shared goal of securing the enduring defeat of Daesh. Following military operations in Afrin, we have stressed the need for a sustainable solution for representative local governance, which is acceptable to Turkey and to local communities. We continue to push for a reduction in violence, and for consideration of the humanitarian needs of the population in the affected areas.
more like this

answer text
The collection of data on civilian casualties during the campaign by the Global Coalition against Daesh is a matter for the Coalition itself. All missions comply fully with International Humanitarian Law, are meticulously planned and every care is taken to minimise the effect of our military action on civilians and civilian objects. It is therefore deeply regrettable that a UK air strike on 26 March 2018, targeting Daesh fighters in eastern Syria, resulted in an unintentional civilian fatality. This was reported to the House by my right hon. Friend the Secretary of State for Defence on 2 May 2018 (HCWS665). The Ministry of Defence takes any incidence of civilian casualty extremely seriously: we assess the evidence in detail and report back on our findings. We are committed to continuing that practice.
more like this
