answer text
The UK strongly believes that displaced persons camps in Syria, including Al-Hol, Al Roj and Rukban, should not become permanent, and hope that all Syrians currently living in such camps will be able to return home in due course. We support Syrians’ right to return home voluntarily, in safety and with dignity, in line with international humanitarian law, but only when conditions are right for this to happen.

For many, returns will not be possible without an end to the conflict in Syria. We continue to support the UN-facilitated political process for Syria, which aims to reach a lasting settlement to the conflict that protects the rights of all Syrians. Alongside this, we are also using UK Aid to support those who do wish to return home from IDP camps. For example, we are supporting education, vocational training and job creation, and contributing to the restoration of basic services. However, for the millions of Syrians who do currently remain in IDP camps across Syria, we continue to provide life-saving assistance, including providing essential food, water and sanitation, shelter and healthcare.

question text To ask Her Majesty's Government whether they will call for the provision of independent international monitors in Idlib Province in Syria, in order to (1) protect the displaced Syrians living there, (2) prevent massacres and further displacements, and (3) oversee the provision of humanitarian aid and materials for reconstruction. more like this

answer text
We are closely monitoring the situation in Idlib. We do not intend to call for the provision of independent international monitors given the risks of operating in Syria. Our focus remains on supporting the Government of Turkey's efforts to prevent a reckless military offensive by the Syrian regime. We call on Russia and Iran, as Astana Guarantors alongside Turkey, to ensure that this ceasefire is fully respected. We also call on all parties to work with UN agencies and others to ensure that the acute humanitarian needs of civilians in and around Idlib are fully addressed.
more like this

answer text
We remain immensely concerned about the dreadful humanitarian situation in Al Hol camp in Northeast Syria as the camp population has grown to over 65,000 people since December 2018. The prevailing harsh winter conditions in Northeast Syria have so far resulted in the deaths of at least 97 people, two-thirds of whom were children under the age of five. Rapid increases in the camp population have severely strained the camp infrastructure and services, with shelter, water and sanitation, health and protection services identified by the UN as the priority areas.

DFID remains committed to helping to alleviate the suffering of those in Al Hol. In 2018/19, the UK has allocated over £40 million to address basic-life saving needs across Northeast Syria where Al Hol camp is located. UK funded partners are doing all they can to support those affected by providing vital services including healthcare and shelter. Reaching those who most need our support remains an issue across Syria. The UK is therefore pressing for immediate and unfettered access to reach those in desperate need.

answer text
The UK remains at the forefront of the humanitarian response to the Syria crisis. To date, the UK has pledged £2.81 billion, including £1.03 billion for humanitarian support inside Syria. UK aid is providing life-saving support to millions of displaced civilians, including those in acute need across northern Syria and in Rukban camp.

In financial year 2018/19, DFID has allocated over £40 million for Northeast Syria. We will also expect to provide approximately £87 million for activities in Northwest Syria. Our support in Idlib governorate alone has meant that approximately 572,000 people were provided with access to safe water and 500,000 people received medical consultations between January and June 2018.

Between December 2016 and November 2018, DFID provided £4.14 million for essential humanitarian assistance, including water and health services, to those in acute need in Rukban camp. Despite the regime’s continued and deliberate obstruction of lifesaving aid, DFID funded partners provided safe water and hygiene kits to 50,000 people and vaccines to 5,000 children under the age of 5 in 2018.
