The department does not collect data centrally on the proportion of primary school children who meet the national curriculum expectations. Schools receive general funding for all curriculum provision, including Physical Education (and by extension swimming and water safety lessons). This funding is not ring-fenced or split by subject and schools have the flexibility to allocate their funding to deliver a diverse curriculum which best suits the needs of all their pupils.</p><p>Schools can also choose to use their share of the £320 million Primary PE and Sport Premium to support swimming and water safety. The premium can be used to fund the professional development and training available to schools to train staff to support high quality swimming and water safety lessons for their pupils.</p><p>The premium can also be used to provide additional top-up swimming lessons to pupils who have not been able to meet the national curriculum requirements for swimming and water safety following the delivery of core swimming and water safety lessons.</p><p>The department does not collect data on the proportion of primary school children who have received swimming and water safety lessons. answer	answer is ministerial correction date of answer 09/05/2019 answer text <p>Swimming is a vital life skill, which is why swimming and water safety are compulsory elements of the national curriculum physical education (PE) at key stages 1 and 2. It sets out the expectation that pupils should be taught to:</p><ul><li>swim competently, confidently and proficiently over a distance of at least 25 metres;</li><li>use a range of strokes effectively; and</li><li>perform safe self-rescue in different water-based situations.</li></ul><p> </p><p>The government asked the Swim Group, which includes representatives from across the swimming and education sector, to submit an independent report setting out recommendations for improving curriculum swimming, as part of the Sporting Future strategy. The department has worked closely with Swim England and other members of the Swim group to review the recommendations in their report. In October 2018, we announced that schools would receive extra support to help all pupils to swim and know how to be safe in the water by the time they leave primary school. This included guidance to schools on:</p><p> </p><ul><li>effective use of the PE and sport premium to support additional teacher training and top-up swimming for those children not yet able to meet the national curriculum requirements after core lessons;</li><li>a drive to boost partnerships between independent schools to offer the use of facilities, coaching and other forms of support to schools in their area;</li><li>new guidance from Swim England and the Swim Group for swimming providers, primary schools, swimming teachers and parents and carers.</li></ul><p> </p><p>Information on school swimming pools is not held centrally. Since 2012, Sport England has invested £67 million into 46 new local authority facilities which include pools, resulting in around £700 million investment from those authorities. The government asked the Swim Group to submit an independent report setting out recommendations for improving curriculum swimming as part of the attached Sporting Future strategy. The report, also attached, found that almost a third (31%) of Year 6 pupils leave school unable to swim.</p><p> </p><p>The Department for Education has established an implementation group, which brings together officials from across government with stakeholders. The department is responsible for the PE curriculum and the PE and Sport Premium in England. Responsibility for the curriculums of Northern Ireland, Scotland and Wales lie with each devolved administration.</p><p> </p><p>The government’s sports strategy, ‘<em>Sporting Future’</em>, published in December 2015, included a commitment to establish a working group <em>“to advise on how to ensure no child leaves school unable to meet a minimum standard of capability and confidence in swimming”. </em>In response, the Swim Group has published an independent report, which reviewed current practice and provision and set out a number of recommendations.</p><p>The government has formed an implementation group to review the recommendations. The group will work to increase the opportunities for all children to swim and achieve the national curriculum requirements.</p><p> </p><p>The government has doubled the primary PE and Sport Premium to £320 million a year from September 2017. Updated guidance was published in October 2017 stating that the premium can be used <em>to “</em><em>provide additional swimming provision targeted to pupils not able to meet the swimming requirements of the national curriculum”</em>. The guidance also indicates the premium can be used to provide staff with professional development, mentoring, training and resources to help them teach PE and sport more effectively.</p><p>For the 2017 to 2018 academic year, schools must publish how many pupils within their year 6 cohort are meeting the national curriculum requirement to swim competently, confidently and proficiently over a distance of at least 25 metres, use a range of strokes effectively and perform safe self-rescue in different water-based situations. Swimming is not only an excellent form of physical activity but also a life-saving skill. This is why swimming and water safety is compulsory in the national curriculum for PE at key stages 1 and 2.</p><p> </p><p>We do not hold information on the percentage of primary schools without access to swimming pools. While many schools enjoy excellent links to local facilities we do know that some primaries struggle to access local pools.</p><p> </p><p>To help look into this and other issues that hinder the teaching of high quality swimming lessons, the Government has established a working group to advise on how to ensure no child leaves primary school unable to swim.
