answer text <p> </p><p>The UK, along with the Troika (the United States and Norway) and the European Union, has been active in supporting the regionally-led mediation efforts to resolve the crisis in South Sudan. This includes working with the Inter-Governmental Authority on Development (IGAD) and the African Union. We welcome the signing of the agreements of 9 May and 10 June that commit both sides to end the hostilities and establish a Transitional Government of National Unity. The UK, and its partners, believe that fully implementing these agreements is the best way to stabilise the country.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The members of the Intergovernmental Authority on Development (IGAD) have played an important role in the mediation efforts and have consistently called for both parties to respect the cessation of hostilities to solve the ongoing crisis in South Sudan and commit fully to the mediation process. Although South Sudan is not subject to an UN Arms Embargo, we have been clear that the actions of its neighbours should not in any way exacerbate the conflict. South Sudan has been subject to an EU Arms Embargo since its independence.</p> more like this

answer text <p>We are deeply concerned by reports of human rights violations and abuses in South Sudan, including the widespread use of sexual violence. We fully support the work of the Africa Union Commission of Inquiry and echo the call in the recent UN Human Rights Council resolution for thorough and genuine investigations into all human rights violations and abuses and for the perpetrators to be brought to justice.</p><p>The UK is funding a project with non-governmental organisation Non Violent Peaceforce to establish women's protection teams in Northern Bahr El Ghazal. This project aims to tackle sexual violence in communities affected by insecurity around the border with Sudan by establishing and training women's peacekeeping teams to work within communities. We continue to raise the issue of human rights, and of sexual violence specifically, with South Sudanese Ministers. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), discussed the issue with the Foreign Minister of South Sudan at the Global Summit to End Sexual Violence in Conflict on 11 June. Our Ambassador also raises these issues regularly with the Government of South Sudan.</p><p>There are currently no plans to send additional experts from the Stabilisation Unit to South Sudan. However, we keep all such plans under constant review.</p>

answer text <p>UN Security Council Resolution 2155 of 26 May 2014 renewed the UN Mission in South Sudan (UNMISS) mandate and acknowledged that the situation has changed in South Sudan. The new mandate enables UNMISS to focus on its core priorities: to protect civilians, facilitate humanitarian assistance and investigate human rights violations and abuses. answer text <p> </p><p>Humanitarian agencies are appealing for $1.8 billion (£1.06 billion) through the South Sudan Crisis Response Plan (CRP) 2014 to save lives, prevent famine and avert the loss of a generation. Under the CRP agencies plan to provide humanitarian assistance to 3.8 million people in South Sudan by the end of 2014. As of June 2014 $745 million (£438 million) has been secured against the CRP. The UK is concerned about the serious humanitarian situation in South Sudan and the potential for further deterioration. Our assessment is that additional resources will be needed to deliver the CRP over the next six months. The UK is currently the second largest donor to the CRP. answer text <p>Following a review of DFID South Sudan's strategic objectives and the ability of existing programmes to deliver in the new environment, Ministers approved an interim one-year strategy in February. The interim strategy prioritises life-saving interventions and humanitarian support, while protecting support for basic services and livelihoods, and core work on governance.</p><p> </p><p>Under the interim strategy we are continuing our development work on health, education and livelihoods. This includes support through the Health Pooled Fund, the Integrated Community Case Management project, the Girls' Education South Sudan project, the Building Resilience through Asset Creation and Enhancement Project and the Urban Food Security, Livelihoods and Markets project. In programming areas that are now affected by conflict we are working with implementers to develop emergency modalities which will allow continuing delivery where possible.</p><p> </p> more like this

answer text <p> </p><p>The UK is a leading donor to the humanitarian response in South Sudan. We have announced £82.5 million for support inside the country, and £12.5 million for support to refugees. Improved access is critical to the effectiveness of the humanitarian response. At the Oslo Humanitarian Conference on 20 May, the DFID Parliamentary Under-Secretary of State called on all parties to facilitate safe and speedy access. The FCO Minister for Africa also raised this with senior Ministers when he visited Juba in April. UK officials raise our concerns regularly with the parties in Juba and Addis Ababa.</p><p> </p><p> </p><p> </p><p>The UK is actively supporting work to help tackle the food security crisis and cholera. We are providing £16 million of funding to the World Food Programme (WFP) to help provide food aid or cash for around 160,000 people, and £8.3 million to the Food and Agriculture Organisation (FAO) to help provide livelihoods support for 40,000 households. To help counter the growing cholera epidemic our support through the United Nation's Children Fund (UNICEF - £4 million) will include funding for the UNICEF cholera response and for critical Water, Sanitation and Hygiene supplies. We are also funding two technical experts in the World Health Organisation (WHO) who are currently supporting the cholera response.</p><p> </p>

answer text <p>The UK remains deeply concerned by the scale of human rights violations and abuses in South Sudan since the start of the conflict in December. We have consistently stressed to all parties in the conflict the importance of thorough investigation into atrocities and the key role that accountability will play in the reconciliation and peace building process. We welcome the timely reporting of the South Sudan Human Rights Commission and the UN Human Rights division and support the African Union Commission of Inquiry on South Sudan in their investigations into the events of the last six months. My Hon Friend, the Member for Boston and Skegness (Mark Simmonds MP), the Minister for Africa, along with senior officials, has emphasised to South Sudanese Ministers the importance of full cooperation with these investigations. We will also pursue, during the 26th session of the Human Rights Council (HRC) this month, the creation of a formal HRC mandate to strengthen and enhance efforts in this area.</p>
