answer text <p>The Government recognises the funding challenges facing local authorities. The Local Government Finance Settlement for 2022-23 makes available an additional £3.7 billion to councils, including funding for adult social care reforms. This is an increase in local authority funding for 2022-23 of over 4.5% in real terms and will ensure councils across the country have the resources they need to deliver key services, including adult social care. In total, we expect Core Spending Power to rise from £50.4 billion in 2021-22 to up to £54.1 billion in 2022-23 and local authorities can make use of over £1 billion of additional resource specifically for social care in 2022-23 through this Settlement.</p><p>The Government has provided an additional £462.5 million to boost recruitment and support existing care work through the winter and we have committed at least £500 million over the next three years to develop and support the workforce. In addition, an increase in the rate of the National Living Wage will mean many of the lowest paid care workers will benefit from a 6.6% pay rise effective from 1 April.</p><p>The latest phase of the Government’s National Adult Social Care Recruitment Campaign launched on 3 November across broadcast and social media, promoting the rewarding and stimulating roles in adult social care. The campaign will run until 31 March 2022.</p>

answer text <p>Last year, we announced an additional £5.4 billion over three years to begin a comprehensive social care reform programme.</p><p>This includes £3.6 billion to reform the social care charging system protecting everybody from unlimited and unfair costs and £1.7 billion to begin major improvements across the social care system.</p><p>In December we published a white paper that set out our 10-year vision for reforming adult social care and our priorities for that investment.</p><p>This includes at least £500 million investment to support the development and wellbeing of the social care workforce, a £300 million investment in increasing the range of supported housing and £150 million to improve technology and digital records.</p> more like this

answer text <p>At the end of 2020/21, there were 256,215 clients aged 18 to 64 years old in receipt of local authority commissioned long-term care.</p><p>While an end of year figure for those receiving short-term care is not held, there were 25,965 clients aged 18 to 64 years old who received short-term care to maximise independence during 2020/21. This is defined as episodes of support provided that are intended to be time-limited, to maximise the independence of the individual and reduce or eliminate their need for ongoing support by local authorities. Data on the number of people in this group are not collected at a national level.</p> more like this

Local authorities are responsible for assessing individuals' eligibility for care and support as stated in the Care Act 2014 and, where the individual is eligible for financial support, for meeting those needs. Where individuals are not eligible for financial support, local authorities may assist them to make arrangements for care. The assurance framework, being delivered through the Health and Social Care Bill, includes a new duty for the Care Quality Commission make an assessment of local authorities’ delivery of adult social care duties.</p> more like this
