answer text
Integrated Care Systems (ICSs) include local councils, who have statutory responsibility to commission social care for the populations they serve. The Department and NHS England would expect all of them to be regularly talking to and working with social care providers, given their remit to join up health and social care services. ICSs must identify adult social care capacity within their area, in order to meet the social care needs of the population they serve.
more like this

answer text
We know that people need health, social care and other public services to work seamlessly together to deliver better quality care. That is why in 2013 we announced the Better Care Fund (BCF), implemented from 2015, which allows local authorities and clinical commissioning groups to pool budgets for the purposes of integrated care. The Fund has incentivised collaborative working in local areas, helping people to live independently in their communities for as long as possible. In 2016/17 85% of areas agreed or strongly agreed that the delivery of their BCF plan had a positive impact on integration locally.

The Government has already taken significant action to help reduce delayed transfers of care (DToC), including providing an additional £2 billion of funding for social care, setting expectations locally for reductions in DToC and asking the Care Quality Commission to undertake a series of local system reviews to evaluate the boundary between health and social care’s functionality, the findings of which have recently been published. Since February last year, more than 1,600 beds per day have been freed up nationally by reducing National Health Service and social care delays.

The Ministry of Housing, Communities and Local Government publishes estimates of adult social care expenditure as part of the local authority revenue expenditure and financing statistical series, but these are primarily presented as net current expenditure and in nominal terms only. The most recent publication covers outturn data for 2016-17 which can be found at https://www.gov.uk/government/collections/local-authority-revenue-expenditure-and-financing

NHS Digital do publish information on spending in real terms in their Adult Social Care Activity and Finance Report which is available for years up to 2016-17 at https://digital.nhs.uk/data-and-information/publications/statistical/adult-social-care-activity-and-finance-report. answer text
It is important to take the time to get the details right for a better care system, so that people receive high standards of care, helping them maintain their independence and well-being. This is why we want to integrate plans for social care with the new National Health Service plan, we therefore now intend to publish the social care Green Paper in the autumn around the same time as the NHS plan.

In the meantime, all councils have statutory duties to look after the vulnerable, elderly and disabled people in their area. The Care Act 2014 requires that where a person is assessed as having eligible care and support needs, these must be met by their local authority. For those who do not meet the eligibility criteria, local authorities should signpost people to relevant services.

The Care Act 2014 also placed a new duty on councils to offer a meaningful choice of services, so that people have a range of high quality, appropriate care options to choose from and that they get the services that best meet their needs.

The Government recognises the pressures on the social care system. This is why the Government announced an additional £2 billion at Spring Budget 2017 for adult social care over the three years from 2017-18. With this, and other measures, the Government has given councils access to £9.4 billion dedicated funding for adult social care over three years.

answer text
It is right that social care funding is agreed alongside the rest of the local government settlement at the forthcoming spending review. However, we recognise that the health and social care systems are two sides of the same coin and we will ensure that social care places no additional pressure on the National Health Service. We also know that decisions on future reforms must be aligned, and this is precisely why it makes sense that we are now publishing the Green Paper in the autumn, around the same time as the NHS plan.
more like this
