answer text <p>The Government has committed to publishing a Green Paper on care and support by summer 2018.</p><p>In developing the Green Paper, it is right that we take the time needed to debate the many complex issues and listen to the perspectives of experts and care users, building consensus around reforms which can succeed. This is why we are starting a process of initial engagement over the coming months through which Government will work with experts and stakeholders, including representatives from local government, the NHS the voluntary sector and care providers, as well as care users and carers to shape the long-term reforms that will be proposed in the Green Paper. And when the Green Paper is published, it will then be subject to a full formal public consultation, providing a further opportunity for all interested parties to give their views, including Local Authorities and those affected by dementia.</p> more like this

answer text <p>The Department has prioritised prevention and through the Care Act 2014 it requires local authorities to provide or arrange for the provision of services, facilities or resources that will contribute towards preventing, delaying or reducing the needs for care and support of adults and carers.</p><p> </p><p>For 2017/18, the Department has provided £7.274 million funding to the Local Government Association to provide sector led improvement support to councils. This includes support to help councils meet their prevention responsibilities. The programme is focusing on building leadership capacity and capability on integration and providing evidence-based decision-making in prevention and early intervention.</p> more like this

answer text <p>The Government recognises the challenges faced by people of working age with care needs. We are committed to ensure that people with disabilities and complex conditions are able to live healthy, independent lives, and participate fully in society. The Green Paper will focus on care for older people, but many of the issues and questions about the sustainability of the care system, will be relevant to adults of all ages. To ensure that issues specific to working-age adults with care needs are considered in their own right, the Government will take forward a parallel programme of work, led jointly by the Department of Health and the Department for Communities and Local Government, which will focus on this group. This work will also be overseen by the Inter-Ministerial Group to ensure alignment with the Green Paper.</p> more like this

Friend the First Secretary of State and Minister for the Cabinet Office, Damian Green, has announced this month that the Government will publish a Green Paper on care and support for older people by summer 2018. The Green Paper will set out proposals to reform care and support for older people.</p><p> </p><p>With the shifts we are seeing in society, including our ageing population, caring will increasingly become a core part of family life for all of us. That is why the Green Paper will include a focus on unpaid care and how our society supports carers as a vital part of a sustainable health and social care system.</p><p> </p><p>Ahead of the Green Paper’s publication, the Department will continue to lead a cross-Government programme of targeted work to support carers.</p><p> </p><p>Once the Green Paper is published by summer 2018, it will be subject to a full public consultation.</p> more like this

answer text <p>The Government will work to address the challenges of social care for our ageing population, bringing forward proposals for consultation to build widespread support. We are committed to listening to people’s views on how to reform the social care system, to ensure it is sustainable for current and future generations and that the quality of care improves.</p><p> </p><p>Ageing and care issues span a number of areas for which different Departments have policy responsibility, which is why the Cabinet Office will continue to coordinate this work through its next phase, working closely with HM Treasury and the Departments of Health, Communities and Local Government, Work and Pensions, and Business, Energy and Industrial Strategy.</p><p> </p><p>We will consult on options which will include a capital floor and an absolute limit on the amount people who can be asked to pay, and are keen to hear different views on the cap, both its level and design.</p><p> </p><p>We will provide further details on the next steps on social care in due course.</p>

answer text <p>At the Spring Budget we announced an additional £2 billion to fund adult social care. As a result local government will be able to increase spending on social care in real terms over the next three years. The additional money was provided to support more people, ease pressures on the National Health Service, and to sustain a diverse care market.</p><p> </p><p>The Government has taken account of the cost arising from enforcement of national minimum wage for sleep-in shifts in deciding to provide this sum of additional funding. Local government is best placed to target resources based on their understanding of the diversity and sustainability of local care markets.</p> more like this
