answer text <p>The annual Association of Directors of Adult Social Services (ADASS) Budget Survey is an important resource in understanding the concerns of local authorities in relation to adult social care. The Department regularly meets with representatives from the Association and, in partnership with the Local Government Association; ADASS delivers a programme of sector led improvement in social care on behalf of the Department.</p><p> </p><p>The Government will set out further proposals for social care reform in due course, alongside the 10-year National Health Service plan. We will take into account representations such as the ADASS Budget Survey into account as we consider these.</p> more like this

answer text <p>As a result of increased Government support, Blackburn and Darwen received an additional £7.3 million for adult social care in 2017/18.</p><p> </p><p>In total Blackburn and Darwen have access to up to £28.8 million additional funding between 2017/18 and 2019/20.</p><p> </p><p>Blackburn and Darwen’s adult social care budget for 2017/18 was £46.55 million. This is a 16.6% increase compared to the previous year.</p><p> </p><p>The Government has given councils in England access to up to £9.4 billion more dedicated funding for social care over three years.</p><p> </p><p>The action we have taken means that overall, councils are able to increase spending on adult social care in real terms for each of the three years from 2017/18.</p><p> </p><p>The Government will take decisions on funding for social care beyond 2019/20 as part of the forthcoming spending review.</p> more like this

answer text <p>2019-20 falls within the current Spending Review period, announced in 2015. Over the course of the Spending Review, the Government has given councils access to up to £9.4 billion more dedicated funding Government for social care over the three years from 2017/18 to 2019/20. In 2019/20, approximately £1.835 billion is provided by the Improved Better Care Fund and access to approximately £1.8 billion is provided by the Adult Social Care Precept.</p><p>Individual councils are responsible for setting their budgets and dedicating funding to specific services, and in doing this will assess what is required to meet the social care need of their local populations, and more widely to fulfil their statutory duties under the Care Act 2014.</p><p>The funding settlement for years beyond 2019-20 is a matter to be confirmed at the next Spending Review, alongside the rest of the local government settlement, which will take place next year.</p> more like this

They are free to determine the level of reserves they hold and are accountable to their electorate for the decisions they make.</p><p>Many local authorities have built up substantial reserves over recent years. It is right that they use them where necessary to protect high quality services for taxpayers.</p><p>In addition, a further £150 million was made available for Adult Social Care in 2018-19, alongside the freedom to raise more money more quickly through the use of the adult social care precept.</p> more like this

answer text <p>The £2 billion for adult social care announced at Spring Budget 2017 has been allocated almost entirely using the improved Better Care Fund formula, which takes account of ability to raise money through the council tax precept for social care. That means it is very well targeted at areas of greater need and market fragility. However, as we recognise that all councils face social care pressures, 10 per cent of the funding is allocated using the Relative Needs Formula (RNF). All the additional £2 billion supplemented the improved Better Care Fund and is to be used for those purposes.</p><p>As part of the Local Government Finance Settlement in 2017-18, Government also provided £241 million of funding through the Adult Social Care Support Grant, allocated entirely using the RNF. And in February 2018, the Local Government Finance Settlement announced Adult Social Care Support Grant for 2018-19 of £150 million.</p> more like this

answer text <p>NHS England is legally required under the NHS Act 2006 to seek to achieve the objectives set out in the Mandate to NHS England for 2018-19. Progress will be monitored throughout the year, including through the Secretary of State’s quarterly accountability meetings with NHS England. The Secretary of State will also lay in Parliament and publish an annual assessment of NHS England’s performance. This will set out the extent to which NHS England has met mandate objectives.</p><p> </p><p>Under section 223G of the NHS Act 2006, NHS England has the power to set conditions on allocations of funds to clinical commissioning groups (CCGs). The conditions in relation to the current Better Care Fund (BCF) plans, which cover 2017-19, are set out in the Integration and Better Care Fund Policy Framework for 2017-19<sup>1 </sup>and the Integration and Better Care Fund Planning Requirements for 2017-19<sup><sup>2</sup></sup> and are: plans to be jointly agreed; NHS contribution to adult social care is maintained in line with inflation; Agreement to invest in NHS commissioned out-of-hospital services, which may include seven day services and adult social care; and managing transfers of care. CCGs have been directed by NHS England that these conditions will apply in 2017-19 in relation to the CCG minimum allocation for each body<sup>3</sup>.</p><p> </p><p>The current, two-year BCF cycle is already in train, with CCG operating plans and BCF spending plans already agreed locally and approved by NHS England.
