answer	answer is ministerial correction date of answer 02/12/2015 answer text <p>The Government has engaged with the care sector, including care providers, to understand the impact on the market arising from amongst other things, local authority commissioning behaviour and the introduction of the National Living Wage. This has included a number of deep dive sessions held with both care home businesses and providers of home care services.</p><br /><p>As part of its spending plans for the next four years the Government is giving local authorities access to £3.5 billion of new support for adult social care by 2019/20. Local authorities will be able to introduce a new Social Care Precept, allowing them to increase council tax by 2% above the existing threshold. The Government estimates this could raise nearly £2 billion a year for adult social care by 2019/20.</p><br /><p>Councils will need to increase the price they pay for care to cover costs for care providers such as the National Living Wage. This includes modelling of the effect on adult social care of different funding allocations.</p><p>The Spending Review process will formally conclude on 25 November 2015, when the Chancellor will announce the outcome.</p><br /><p>The Department has already commissioned a full review of the Adult Social Care Relative Needs Formula (which is used to allocate funding to local authorities based on indicators such as need, population and wealth) from the Personal Social Services Research Unit (at the University of Kent and the London School of Economics) and LG Futures (a consultancy).</p><br /><p>As part of this review, 53 councils have contributed the most detailed data yet obtained for social care allocations. answer	answer is ministerial correction date of answer 16/11/2015 answer text <p>The Government recognises the importance of maintaining a sustainable pool of independent social care providers to give people a choice of quality services.</p><br /><p>The Government welcomes the United Kingdom Home Care Association’s report that was published earlier in the year which made an important contribution to our understanding of pressures in the adult social care system.</p><br /><p>The overall allocation of funds to local government for adult social care that is funded by the state is being considered as part of the current spending review, and the Chancellor will make an announcement later in the month. The Government has taken into consideration demand and inflationary pressures. The decision to delay followed careful consideration of feedback from stakeholders that April 2016 was not the right time to implement these significant and expensive reforms. The benefits of the cap have had to be weighed against the need to focus on supporting the system that supports the most vulnerable.</p><p>In reaching the difficult decision to delay we considered the impact on those who would have entered the cap system from April next year. Though they will not benefit from the additional help straightaway, many will still benefit from the cap system when it is introduced in 2020. The delay will allow local authorities time to focus on consolidating the important reforms to care and support introduced on 1 April 2015, laying the groundwork to implement the funding reforms as successfully as possible in 2020.</p><p>Based on the most recent impact assessment, had the cap system been implemented in April 2016, around 23,000 older people in England would have benefitted immediately in 2016/17 and by 2025/26 up to 80,000 additional older people would have received state support.</p><p>Information regarding how many people will be affected by the delay in specific constituencies or regions is not held in the format requested.</p><p>Means-tested financial support remains available for those who cannot afford to pay for care to meet their eligible needs.</p><p><strong></strong></p> answering member constituency North East Bedfordshire answering member printed Alistair Burt question first answered 14/10/2015 15:53:16 answering member 1201 label Biography information for Alistair Burt
