answer text <p>The £2 billion for adult social care announced at Spring Budget 2017 has been allocated almost entirely using the improved Better Care Fund formula, which takes account of ability to raise money through the council tax precept for social care. That means it is very well targeted at areas of greater need and market fragility. However, as we recognise that all councils face social care pressures, 10 per cent of the funding is allocated using the Relative Needs Formula (RNF). All the additional £2 billion supplemented the improved Better Care Fund and is to be used for those purposes.</p><p>As part of the Local Government Finance Settlement in 2017-18, Government also provided £241 million of funding through the Adult Social Care Support Grant, allocated entirely using the RNF. And in February 2018, the Local Government Finance Settlement announced Adult Social Care Support Grant for 2018-19 of £150 million.</p> more like this

answer text <p>The Government recognises the pressures that sleep-in liabilities are placing on social care providers and is exploring options to minimise any impact on the sector. answer text <p>NHS England is legally required under the NHS Act 2006 to seek to achieve the objectives set out in the Mandate to NHS England for 2018-19. Progress will be monitored throughout the year, including through the Secretary of State’s quarterly accountability meetings with NHS England. The Secretary of State will also lay in Parliament and publish an annual assessment of NHS England’s performance. This will set out the extent to which NHS England has met mandate objectives.</p><p> </p><p>Under section 223G of the NHS Act 2006, NHS England has the power to set conditions on allocations of funds to clinical commissioning groups (CCGs). The conditions in relation to the current Better Care Fund (BCF) plans, which cover 2017-19, are set out in the Integration and Better Care Fund Policy Framework for 2017-19<sup>1 </sup>and the Integration and Better Care Fund Planning Requirements for 2017-19<sup><sup>2</sup></sup> and are: plans to be jointly agreed; NHS contribution to adult social care is maintained in line with inflation; Agreement to invest in NHS commissioned out-of-hospital services, which may include seven day services and adult social care; and managing transfers of care. CCGs have been directed by NHS England that these conditions will apply in 2017-19 in relation to the CCG minimum allocation for each body<sup>3</sup>.</p><p> </p><p>The current, two-year BCF cycle is already in train, with CCG operating plans and BCF spending plans already agreed locally and approved by NHS England. answer text <p>Following the publication of the answer to Question 125600, a further £150 million was announced for adult social care in February 2018 taking the total funding that the Government has made available to local authorities for adult social care to £9.4 billion. This includes £2 billion announced at the budget in 2017 and the adult social care precept, which this year provided the flexibility for councils to increase council tax by up to 3% specifically for adult social care. The £2 billion announced in the 2017 budget is ringfenced for adult social care and we also require assurance from local authorities that money raised each year through the adult social care precept is used exclusively for adult social care.</p> more like this

answer text <p>In the Spring Budget in 2017 we announced an additional £2 billion would be given to councils over the next three years for social care.</p><p> </p><p>The Government was clear this funding has three purposes, and attached conditions to ensure it would be used to deliver the following:</p><p>- Meeting adult social care needs generally;</p><p>- Reducing pressures on the NHS, including delayed discharges of care; and</p><p>- Stabilising the social care provider market.</p><p> </p><p>These conditions were laid out in the new Integration and Better Care Fund Policy Framework 2017-19. There was an overall real terms increase in social care spending from 2015-16 to 2016-17.</p><p> </p><p>Out of the nine regions in the table, seven increased their social care expenditure in real terms.</p><p> </p><p>It should be noted that the NHS Digital chart referred to in the question uses gross current expenditure which includes client contributions and excludes all other income, including that from the National Health Service.
