answer text <p>The Government is keen to ensure that any money raised by councils using the new flexibility is spent on adult social care. We were clear about this in the consultation document to the provisional Local Government Finance Settlement which was published 15 December which states:</p><p>“To ensure that councils are using income from the precept for adult social care, councils will be required to publish a description of their plans, including changing levels of spend on adult social care and other services. This must be signed off by the Chief Finance Officer (section 151 officer). Councils wishing to use the extra freedom to raise their precept by 3 per cent instead of 2 per cent in 2017-18 must also show how they plan to use this extra money to improve social care.”</p><p>Councils have also been required to publish their returns concerning the social care precept on their websites to ensure local accountability.</p> more like this

answer text <p>Local authorities choose how much to spend on social care in their area, drawing on income from local taxes and national grants. The Local Government Finance Settlement confirmed that will provide an additional £240 million to fund adult social care through the Adult Social Care Support Grant in 2017-18, funded by reforms to the New Homes Bonus. This funding will be used to support immediate pressures being experienced by authorities delivering adult social care and will be distributed as a one-off grant allocated according to the adult social care Relative Needs Formula. This is in addition to measures to direct funding to social care announced at the 2015 Spending Review, including the improved Better Care Fund grant, which were partly funded from reforms to the New Homes Bonus.</p> more like this

answer text <p>There is a complex relationship between social care and National Health Service services.</p><p> </p><p>Research indicates that for each additional £1 spent on care homes, hospital expenditure falls by 35p.</p><p> </p><p>There is a twenty-fold difference between the best and the worst performing areas on delayed discharges of care. However, this is not linked to the levels of finance available to localities.</p><p> </p><p>There has been an increase in delayed transfers of care over the past two years. This has resulted in pressure on the availability of hospital beds. However, that should be viewed in the context of the proportion of occupied beds capacity attributable to social care delays increasing by 0.8% between 2014/15 and 2016.</p><p> </p><p>NHS England is working with the Department on a programme of work to identify a fuller understanding of the linkages between health and social care services.</p> more like this

answer text <p>If all councils were to take up the flexibility the Government has offered in relation to the social care precept, it could raise up to £1,023 million in 2017-18 and £1,734 million in 2018-19. However the precept is only one part of the picture. Next year councils will also benefit from the one-off Adult Social Care Support Grant which we propose to distribute based on relative needs, and additional funding comes on-stream through the improved Better Care Fund which rises to £1.5 billion by 2019-20, and will be distributed based on relative need taking into account the ability to raise council tax. Over the four years of the settlement 2016-20, the Government has made available £7.6 million of dedicated funding for adult social care, meaning local government will have access to the funding it needs to increase social care spending every year in this Parliament.</p> more like this

answer text <p>The Adult Social Care Support Grant is a one-off grant available only in 2017-18. However next year councils will also be able to raise the adult social care precept earlier - by up to 3%, and 3% the year after (2018/19), but by no more than 6% over the next three years. This could raise £200m in additional funding for adult social care in 2017-18 and over £400m in 2018-19. Councils will also be benefitting from the increased funding for the Better Care Fund, £105m in 2017-18, £825m in 2018-19 and £1.5bn in 2019-20.
