answer	answer is ministerial correction date of answer 25/07/2024 answer text <p>Other than for those who are nearing the end of their life, the extra costs disability benefits, such as Personal Independence Payment (PIP) and Disability Living Allowance (DLA), are assessed on the basis of the needs arising from a long-term health condition or disability rather than a diagnosis. PIP has replaced DLA for working age people. DLA is claimed by children under the age of 16 years old. Children and young people who have been diagnosed with cancer and who face extra costs as a result of their ill health can apply for DLA immediately. The qualifying period does not apply to DLA claimants who are terminally ill and do not have to satisfy the three--month qualifying period. They will have their claim fast tracked and are eligible for the higher-rate care component from the date of claim.</p><p><strong> </strong></p><p>The Department supports people nearing the end of life through the Special Rules for End of Life, as they will incur additional costs for additional care and support. The Government, through the Disability Unit in the Cabinet Office, has already begun considering the recommendations from this report.</p><p>The Government continues to implement the UN Convention on the Rights of Persons with Disabilities and the Committee’s 2016 inquiry recommendations through many policies that improve disabled people’s lives.</p><p>These include the Disability Action Plan, the National Disability Strategy and providing unprecedented health and employment support through our £2.5bn Back to Work Plan as well as our Chance to Work Guarantee.</p><p>We are also improving the health and disability benefits system, enhancing the accessibility of homes and transport, and continuing other work outlined in our various published follow-up reports and in our dialogue with the Committee.</p><p>The Government is providing an unprecedented cost of living support package worth £108 billion over 2022 to 2025 which included £20 billion for two rounds of Cost of Living Payments. We continue to engage with the Scottish Government to consider the implications of the proposals outlined in the Prime Minister’s announcement and the Health and Disability Green Paper consultation in Scotland.</p><p> </p><p><em>Modernising Support for Independent Living: The Health and Disability Green Paper</em> was published on Monday 29 April.</p><p> </p><p>The UK Government is committed to improving the lives of disabled people and people with long-term health conditions in all parts of the UK. Personal Independence Payment (PIP) is devolved in Scotland and has been replaced with Adult Disability Payment. No new claims to PIP have been made in Scotland since August 2022.</p><p> </p><p>However, DWP continues to deliver PIP in Scotland for existing cases on behalf of Scottish Ministers whilst Scottish cases are being transferred to Social Security Scotland. answer	answer is ministerial correction date of answer 22/04/2024 answer text <p>We are committed to ensuring that people can access financial support through PIP in a timely manner and reducing customer journey times for PIP claimants is a priority for the Department. We always aim to make an award decision as quickly as possible, taking into account the need to review all available evidence. There are no clearing targets for PIP.</p><p> </p><p>Following an increase in new claims and end-to-end PIP clearance times after the Covid pandemic, we have taken steps to reduce and stabilise customer journey times for PIP claimants. The latest statistics show that the average clearance time for new claims is 15 weeks end-to-end, a significant decrease from 26 weeks in August 2021.</p><p> </p><p>We are addressing the increase in new claims and award reviews by increasing provider and case manager capacity and using a blend of assessment channels to deliver a more efficient and user-centred service. We are prioritising new claims, whilst safeguarding claimants awaiting award reviews, aiming to make a decision as quickly as possible.</p><p> </p><p>The measure announced in the Budget will provide additional funding to support the processing of increased volumes of disability benefit claims.
