answer text <p>We are currently consulting on a direction to the Regulator of Social Housing to set a Competence and Conduct Standard for social housing, which closes on 2nd April. We will analyse responses and respond in due course.</p><p>PAS 8673 (Competence requirements for the management of safety in residential buildings) already sets out a competence framework for people involved in managing residential buildings. This includes support for accountable persons and others in managing building safety risks in higher risk buildings, and for those managing non higher-risk residential buildings.</p> more like this

answer text <p>Social landlords are responsible for remedying disrepair and ensuring homes are fit for human habitation. They must also ensure homes meet the Decent Homes Standard and are free of category 1 hazards. 10% of homes in the social rented sector do not meet these standards and continue to be non-decent. The tragic and avoidable death of two-year-old Awaab Ishak highlighted the need for government to take proactive action to make clear to social landlords the timescales in which they must respond to hazards. That’s why powers for Awaab's Law were introduced through the Social Housing (Regulation) Act 2023.</p><p>The details of the requirements to be introduced under Awaab's Law, including time limits for action, will be settled through the government's upcoming consultation. Alongside that consultation we will publish an impact assessment setting out the estimated costs of Awaab’s Law and we will seek further views and evidence on that assessment.</p> more like this

answer text <p>In the coming months, the Government intends to consult on directions to the Regulator of Social Housing to set standards relating to the competence and conduct of social housing staff and information and transparency. Following this, Government will direct the Regulator, who will conduct their own consultations before the standards come into force.</p><p>We will carry out full impact assessments on implementing the standards. Social landlords are responsible for providing safe and decent homes for their tenants and meeting the regulatory standards. Landlords should not be looking to Government to fund meeting these requirements.</p> more like this

answer text <p>All social housing landlords are responsible for ensuring they provide safe and decent homes.</p><p>The Regulator of Social Housing's Home Standard requires all registered providers to meet the existing Decent Homes Standard and have an appropriate approach to repairs and maintenance. In line with the Regulator's current remit in relation to consumer regulation, where the regulator receives referrals in relation to the Home standard, it assesses them as part of its consumer regulation processes, engaging with the provider to seek further information on the issues reported to them. Following an investigation, where the Regulator finds that a breach (or potential breach) of the consumer standards has resulted in, or could result in, serious detriment to tenants (or potential tenants), it publishes a regulatory notice setting out its findings.</p><p>Through the Social Housing Regulation Bill, we are facilitating the introduction of proactive consumer regulation, meaning the Regulator will proactively seek assurances that providers are meeting the standards, including through regular inspections of large providers. We are also lowering the threshold for the Regulator's use of enforcement powers following breaches of the consumer standards.</p>

It is social landlord's responsibility to ensure that their homes meet the Regulator of Social Housing's Home Standard, including meeting the requirements of the Decent Homes Standard. answer text <p>Local authority social housing landlords are regulated by the Regulator of Social Housing.</p><p>Regarding planning, our proposals for the National Planning Policy Framework (NPPF) closed 2 March 2023. We intend to publish an update in due course after considering the comments we received. The NPPF is clear that Local Planning Authorities should work with planning applicants to secure developments that will improve the economic conditions of the area.</p><p>As set out in the December NPPF consultation, this Government will consult on a wider review of the Framework later this year.</p><p>We currently monitor the effectiveness of local authority planning departments in the speed and quality of decision-making. We are consulting on proposals to introduce a new planning performance framework that monitors the effectiveness of local authority planning across a broader set of metrics.</p><p> </p> more like this

answer text <p>In the Levelling Up White Paper the Government set out its ambition to reduce the number of non-decent rented homes by 50% by 2030 with the biggest improvements in the lowest performing areas. In the Charter for Social Housing Residents the Government committed to a range of measures to drive up the quality of social housing, including through the introduction of a new, proactive consumer regulation regime and a review the Decent Home Standard. The Secretary of State also recently announced £30 million which will be divided equally between Greater Manchester and West Midlands and is to improve the physical decency of social housing.
