answer	answer is ministerial correction date of answer 01/12/2020 answer text <p>Government procurements are currently governed by the Public Contracts Regulation (PCR) and the Defence and Security Public Contracts Regulations (DSPCR). The Ministry of Defence makes use of exemptions, such as those based on the national security requirement to build warships in the UK.</p><p> </p><p>However the regulations in certain circumstances require open competition as the normal approach. A key objective of the National Shipbuilding Strategy is to improve the competitiveness of the UK shipbuilding industry.</p><p>I am working with the Maritime Enterprise Working Group to identify measures needed to improve competitiveness and productivity, enabling industry to step up and improve their chances of success when bidding for both UK and international shipbuilding contracts.
