answer text <p>The annual ONS release, <em>Research and development </em>(R&amp;D)<em> expenditure by the UK government</em>, includes indicative UK contributions to EU R&amp;D expenditure, both recently and in editions prior to 2016. This includes funding for the UK’s association to Horizon Europe if the UK can agree fair and appropriate terms with the EU, or its alternative, Pioneer, if the UK is unable to secure association.</p>

answer text <p>At the Spring Budget, my Rt. Hon Friend Mr Chancellor of the Exchequer announced several new commitments to support the Science Superpower agenda that will be delivered via a range of funding mechanisms. These include a £900m investment in an Exascale supercomputer and AI Research resource to enhance the UK’s capabilities in artificial intelligence, a £2.5bn investment over the next 10 years to grow our Quantum sector, meeting the commitment in the Quantum Strategy with funding going towards quantum research and innovation programmes, and an AI prize which will award £1m every year for the next 10 years to researchers that drive progress in critical areas of AI.</p> more like this

answer text <p>UK Research and Innovation (UKRI) funds a portfolio of research projects involving humans, human materials, animal models, and non-animal technologies. For example, last year their Biotechnology and Biological Sciences Research Council and the National Centre for the Replacement, Refinement and Reduction of Animals in Research launched a £4.7 million joint funding call focussed on supporting next generation non-animal technologies, such as organ-on-a-chip.</p><p> </p><p>UKRI also funds a significant amount of research into non-invasive neuroimaging to advance our understanding of human brain and mental health. For instance, since 2010 their Medical Research Council has invested £3.8 million into non-invasive neuroimaging in mental health research.</p> more like this

answer text <p>In order to cement our position as a science Superpower, the Government will deliver its commitment to invest £20 billion per annum in R&amp;D by 2024/25. R&amp;D spending across Government is rising 30% in cash terms from 21/22 to 24/25- the largest-ever increase over a spending review period.</p><p> </p><p>The surrender to HM Treasury was as a result of delays in association to European Programmes. Departmental underspends are usually returned to the Exchequer at Supplementary Estimates to ensure spending plans are taut and realistic. Any funding required for association in future years will be made available once there is clarity on UK association to EU programmes.</p> more like this

answer text <p>The UK stands ready to formalise our association to EU programmes at the earliest opportunity but the EU are not honouring commitments made when the TCA was agreed.</p><p> </p><p>Spending Review 21 confirmed that if we are unable to associate to Horizon Europe, the funding allocated will go to other UK Government-funded R&amp;D programmes, including those to support international partnerships.</p><p> </p><p>The Government is providing the fastest ever sustained uplift in R&amp;D funding, reaching £20 billion per annum by the end of the SR period – £5 billion more than 2021/2022 with HM Treasury committed to £22 billion in 2026/2027 as part of our commitment to the target of UK economy-wide R&amp;D investment reaching 2.4% of GDP by 2027.</p> more like this

answer text <p>The Government is committed to ensuring the UK becomes a global science superpower and continues to collaborate with Europe on scientific research. My Rt. Hon. Friend the Prime Minister has made clear that the UK is ready to consider a relationship in line with non-EU Member State participation in Horizon Europe, provided that this represents value for money and is in the UK’s interest. Any agreements relating to Union programmes should contain fair terms for UK participation.</p><p> </p><p>I refer the Hon. Member to a Written Ministerial Statement made by my Rt. Hon. Friend Mr Chancellor of the Duchy of Lancaster on 19 May (HCWS245), which sets out that discussions covered all workstreams including: general terms for UK participation in programmes, including provisions for financial contribution.</p><p> </p><p>As a responsible government, we are also developing alternative schemes to support international research and innovation collaboration. This includes options which can address immediate needs and work through to any future funding scenario.</p><p> </p><p>In the Budget, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced that government investment in R&amp;D will increase to £22bn by 2024/25, the largest and fastest ever increase. The increase in investment in R&amp;D will include funding for any continued participation in EU research and innovation Programmes or EU replacement schemes, subject to allocation at the Spending Review.</p>

answer text <p>We recognise that these are extremely difficult conditions for leisure attractions such as science and discovery centres. These organisations educate and entertain visitors of all ages on what science is and the important discoveries over the centuries that have changed all our lives.</p><p> </p><p>We have announced unprecedented support for business and workers, including those in the tourism and attractions sector, to protect them against the current economic emergency. This includes the Job Retention Scheme, VAT payment deferrals for firms and £330bn worth of government backed and guaranteed loans to support businesses. The Chancellor has also announced a Bounce Back loan scheme to help small businesses access loans of up to £50,000, with a 100% government-backed guarantee for lenders.</p><p> </p><p>Our immediate national priority is containing the spread of the virus. As soon as it is safe to do so, we will be encouraging people to visit leisure attractions once again. On 11th May 2020 the Government published a roadmap setting out how we expect organisations such as science and discovery centres to open back up and welcome visitors again.</p><p> </p>
