Regarding the specific group mentioned, I have met with them, as has my right hon. Friend, the Minister of state for School Standards. Senior officials continue to engage with this organisation through a working group.</p><p>My right hon. Friend, the Secretary of State has been invited to meet with representative headteachers from this group twice since January 2018. answer text <p>The department is committed to ensuring that state education remains free for school age children.</p><p>Schools cannot charge for education provided during the school day. Schools are also unable to charge for education outside of the school day where that education is provided in pursuance of a duty to provide the national curriculum, as part of a prescribed public examination or part of religious studies.</p><p>Nothing in legislation prohibits schools from asking parents for donations for any school activity. However, it must be clear that the request is voluntary and children must not be treated differently based on whether or not they made a contribution.</p> more like this

answer text <p>The Department is investing £23 billion in the school estate in the current Spending Review period (2016-17 to 2020-21) to deliver new school places, rebuild or refurbish buildings in the worst condition and deliver thousands of condition projects across the school estate. The Department also invests capital in other sectors, including higher education, further education and children’s social care.</p><p>The Department has committed £7 billion to create new school places between 2015 and 2021. Alongside our investment in the free schools programme, we expect this to provide 600,000 new places. Local authority basic need allocations are available at:</p><p><a href="https://www.gov.uk/government/publications/basic-need-allocations" target="_blank">https://www.gov.uk/government/publications/basic-need-allocations</a>.</p><p> </p><p>Local authority allocations for new places and improved facilities for pupils with special educational needs and disabilities are available at:</p><p><a href="https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans" target="_blank">https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans</a>.</p><p> </p><p>There are 443 free schools open as of 1 March 2019 (520 including university technical colleges (UTCs) and studio schools) and a further 263 free schools (264 including 1 UTC) currently in the pipeline.</p><p> </p><p>The Department has allocated £6 billion in condition funding since 2015 to maintain and improve school buildings. In addition to this, the Department is rebuilding or refurbishing more than 500 school buildings in the poorest condition, through the Priority Schools Building Programme.</p><p> </p><p>The main project or programme that makes up the Department’s spend in Capital Annually Managed Expenditure is student loans, where projections for this Spending Review can be seen in the data table on page 178 of the ‘Department’s Annual Report and Accounts 2017-18’, using the link below:</p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/728074/DfE_annual_reports_and_accounts_17_to_18_-_WEB.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/728074/DfE_annual_reports_and_accounts_17_to_18_-_WEB.pdf</a>.</p><p> </p><p>The Department will set out detailed plans for funding in future years of this Spending Review as part of its scheduled Main Estimates. answer text <p>Spending plans beyond 2019/20 will be set at next Spending Review and these decisions cannot be pre-empted. The Department is committed to securing the right deal for education and ensuring schools are able to plan their budgets effectively for future years.</p><p>While the core schools and high needs budget is rising from almost £41 billion in 2017/18 to £43.5 billion by 2019/20, the Department recognises the budgeting challenges schools face. That is why School Resource Management Strategy was published in August 2018, which sets out the support, current and planned, to help schools make the most of their available resources. answer text <p>The Department is committed to supporting schools to deliver high quality relationships education, relationships and sex education and health education. This includes appropriate support on the teaching of lifesaving and first aid skills.</p><p>The Department is aware that many schools already teach these subjects well, often as part of personal, social, health, and economic education and will be able to adapt to the new requirements quickly and draw on existing high-quality resources. An early adopter school programme has been established to support early teaching of the new requirements from September 2019. The lessons learned from these early adopter schools will be shared with schools working to a slower timetable.</p><p>The Department’s consultation on the draft statutory guidance identified training as a priority for many teachers. The Department will be working with subject experts, teachers and schools to determine how this training can be structured and what should be contained in it. The Department intends to develop and test a training programme that is accessible to teachers by September 2020.</p><p>The budget of £6 million in the 2019/20 financial year will support the development of a package of support for all schools. Funding beyond 2019/20 will be a matter for the forthcoming Spending Review.</p><p>There are already free resources available for schools to teach first aid, including those provided by the Every Child a Lifesaver Coalition, made up of the British Heart Foundation, St John Ambulance and the British Red Cross.</p>
