answer	answer is ministerial correction date of answer 20/10/2023 answer text <p>In November 2021, the Department published a new zero carbon and climate resilient specification, for use on all new and refurbished school and college buildings. As well as being used on the School Rebuilding Programme (SRP), the specification sets a wide range of performance and construction standards, including environmental above those required in building regulations. This includes design specifications so that buildings can be adapted for a 2°C rise in average global temperatures and future proofed for a 4°C rise, to adapt to the risks of climate change, including increased flooding and higher indoor temperatures. This is also available for use by responsible bodies and others who are encouraged to follow its minimum standards.</p><p>​The Department is also currently testing a range of approaches to operating schools at zero carbon; improving energy efficiency, and resilience to the effects of climate change; as well as using ultra-low carbon construction methods, that can be used to retrofit existing buildings, including the replacement of high carbon intensity heat sources.</p><p>​The Department works closely with the Department for Energy Security and Net Zero to help schools and colleges access the £1.4 billion Public Sector Decarbonisation Scheme, which supports the aim of reducing emissions from public sector buildings by 75% by 2037. All schools that are procured under this specification will not only be net zero in operation but will also incorporate a wider range of measures to tackle climate change. The department has confirmed the first 100 schools as part of a commitment to 500 rebuilding and refurbishment projects over the next decade. The programme will replace poor condition and ageing school buildings with modern, energy efficient designs, delivering new buildings that will be net zero carbon in operation, and more resilient to future climate change.</p><p>The department’s consultation on the approach to prioritising schools for future places in the programme closed on 8 October 2021 and we plan to set out further details in early 2022.</p><p>The department also allocates capital funding each year to those responsible for school buildings to improve and maintain the condition of the school estate. The guidance includes a section on ‘Energy and water management’, and tips on reducing energy and water use in schools, including measuring energy and water consumption. It also signposts schools to other organisations that provide training, information, and support in relation to sustainability and energy efficiency in schools.</p><p>In 2020, the Department for Business, Energy, and Industrial Strategy setup the £1 billion Public Sector Decarbonisation Scheme which provided grants for public sector bodies including schools to fund energy efficiency and heat decarbonisation measures. This includes an additional £560 million in capital funding this year, announced by my right hon. Friend, the Prime Minister, in June.</p><p> </p><p>Interest-free loans for energy efficiency projects in maintained schools have also been made available through the Government-backed Salix finance scheme and to academies through an annual application process.</p><p>On 29 June, the Government also announced a 10-year school rebuilding programme. This will replace school buildings that are ageing or in poor condition with modern, energy-efficient designs that will help to meet the Government’s net zero target.</p><p> </p><p>More broadly, the Department is working with colleagues across the Government on carbon reduction and energy efficiency and on developing thinking on how future capital programmes can contribute further.</p><p>My right hon. This will include data gathering, investigation of appropriate actions and effectiveness of any actions to reduce emissions.</p><p> </p><p>At present the Department does not hold information on Display Energy Certificate data on schools, colleges or universities. The Department is working with the Department for Business Energy and Industrial Strategy to access energy data from the education estate to influence future policy decisions. We do not currently hold accurate estimates of consumption by energy type or source.</p><p> </p><p>The Department is working with University College London’s energy unit on assessing energy use and carbon emissions across the schools estate. We encourage those responsible for further education and higher education estates to address energy reduction to support action on climate change.</p><p> </p><p>Through the Condition Data Collection (CDC) programme the Department estimates that the total floor area of school buildings in England is approximately 80 million square metres. The CDC is being extended to further education colleges and the corresponding data will be available in due course. answer	answer is ministerial correction date of answer 30/07/2019 answer text <p>The Condition Data Collection, which is due to complete school visits in autumn 2019, will provide a high-level assessment of the make-up and condition of state-funded schools in England. Analysis of this data will help inform policy development, including delivering energy efficient new schools and supporting the existing estate to reduce its energy demand. The Department will look carefully at capital funding in preparation for the upcoming Spending Review, along with all our priorities for the education system.</p><p>The Department published the 'Good estate management for schools' (GEMS) guidance in April 2018 after extensive consultation with schools and building professionals. The guidance sets out the policies, processes and documents that schools, academies and multi-academy trusts need to consider when managing their estates.</p><p>This includes a section on ‘Energy and water management’, and tips on reducing energy and water use in schools. It also signposts schools to other organisations that provide training, information and support in relation to sustainability and energy efficiency in schools. The Department plans to update the guidance in response to feedback received, including updates to the energy and water management sections.</p><p>Officials regularly present and promote the GEMS guidance at national and regional educational events. The Department also works closely with stakeholders to promote and raise awareness of the GEMS guidance.</p><p>Funding for clean technologies is available through Salix Finance Limited funded by the Department for Business, Energy and Industrial Strategy and the Department for Education.
