answer text <p>The proposal for local authorities to manage in-year admissions does not require primary legislation.</p><p>As part of the Schools White Paper, the department has committed to consulting on reforms the schools admissions framework including requiring local authorities to manage in-year applications, as well as applications in the normal round.</p><p>The department is working with stakeholders to refine our proposals. We will then carry out a full public consultation as required by statute when making changes to the School Admissions Code before implementing proposed changes to the code.</p> more like this
