answer text <p>Each year the Asphalt Industry Alliance (AIA) commissions an independent survey of local authority highway authorities in England, including London, and Wales.</p><p> </p><p>According to the AIA report, the aim of the survey is to take a snapshot of the general condition of the local road network based on information provided directly by those responsible for its maintenance.</p><p>The Department considers the report, along with a range of other evidence, when we are bidding to His Majesty’s Treasury (HMT).</p> more like this

On average more is spent on maintaining each mile of the SRN compared to each mile of the local road network, which reflects the considerably higher traffic volumes carried.</p><p> </p><p>On the local road network, local authority expenditure data is collected by the Department for Levelling Up, Housing and Communities (DLUHC). Total expenditure data is only available up until 2021/22, where total maintenance expenditure for local authority roads was £4.168 billion.</p>

answer text <p>There are considerable benefits to providing local highway authorities with multi-year funding certainty. This helps them enter into long-term arrangements with contractors and the supply chain as well as to carry out more planned and proactive maintenance, thus delivering better value for money for the taxpayer.</p><p> </p><p>The Department is mid-way through the three-year funding settlement for local highway maintenance that was announced in 2021. This comprises approximately £915 million of capital funding per year for local highways maintenance between 2022/23 and 2024/25 for eligible local highway authorities across England outside of London and the Mayoral Combined Authorities. The Mayoral Combined Authorities which are in receipt of City Region Sustainable Transport Settlements (CRSTS) already have five-year funding settlements.</p> more like this

During the past ten financial years the Department has provided over £11.9 billion to local highway authorities across England outside of London for highway maintenance. answer text <p>Innovation in design and construction techniques and materials is key to achieving their net-zero carbon ambition for construction. National highways expect to publish its Net Zero Strategy and Plan during 2021/22.</p><p>On local roads it is for each individual local highway authority to assess which parts of its network need repair and what standards should be applied.</p><p>The Department is funding three projects specifically aimed at reducing carbon by the use of sustainable materials and energy reduction via the Live Labs programme.</p><p> </p><p> </p> more like this

Payments made under the scheme are directly aligned to Highways England’s performance against eleven Key Performance Indicators (KPI’s), which include timely completion of works.</p><p> </p><p>The KPI’s provide equal focus across a range of areas that are considered integral to the success of Highways England, encouraging collaborative behaviours in achieving successful delivery.
