answer text <p>The Government is investing £14.9 billion in research and development in 2021/22. This puts UK Government Research &amp; Development (R&amp;D) spending at its highest level in four decades. We are continuing to take forward commitments from last year’s R&amp;D Roadmap, which set out our vision to ensure the UK is the best place in the world for scientists, researchers and entrepreneurs to live and work, while helping to power the UK’s economic and social recovery and level up the UK. The R&amp;D Places Strategy, due to be published later this year, will ensure that R&amp;D benefits the economy and society in nations, regions and local areas across the UK contributing to the Government’s wider levelling-up ambitions.</p><p> </p><p>As announced in the Plan for Growth at Budget 2021, we will also publish a new Innovation Strategy in the Summer. Building on the R&amp;D Roadmap, the strategy will identify how we can enhance innovation even further working closely with business.</p> more like this

answer text <p>The Department requires a business case be prepared for funding proposals to assess value for money and subsequently monitors and evaluates programmes to understand their impact including any impact on jobs and productivity where possible.</p><p> </p><p>The Department also commissions studies to assess the impact of research funding. For example, macroeconomic modelling of the 2.4% target by Cambridge Econometrics for BEIS suggested that there would be increases in GDP, employment, and productivity from increased R&amp;D. answer text <p>The Government has set out plans at Spending Review to cement the UK’s status as a global leader in science and innovation by investing £14.9 billion in R&amp;D in 2021/22. This investment supports our commitments set out in the R&amp;D Roadmap as we build towards UK R&amp;D investment of 2.4% of GDP by 2027.</p><p> </p><p>Leveraging investment from the private sector will be vital to reach the 2.4% target and achieve our ambitions for innovation. The Government has already set out at Budget a range of measures to boost private investment in research and development, including a review of R&amp;D tax reliefs, supported by a consultation with stakeholders, and £375 million to introduce Future Fund: Breakthrough, a new direct co-investment product to support the scale up of the most innovative, R&amp;D-intensive businesses.</p><p> </p><p>The Government is also establishing the Advanced Research and Invention Agency (ARIA), focusing exclusively on high-risk, high-reward research with a budget of £800m up to 2024/25. ARIA projects will be able to attract private co-financing as part of a new and creative approach to funding.</p><p> </p><p>These developments will complement our existing incentives for private R&amp;D investment and, as the Plan for Growth set out at Budget, BEIS will also publish an Innovation Strategy this summer with a view to providing the private sector the confidence to invest as we look to Build Back Better.</p>

answer text <p>The Covid pandemic's economic impact has forced the government to take the difficult decision to temporarily reduce ODA to 0.5% of GNI. Despite this reduction, we will remain a world-leading ODA donor, spending around £10 billion on ODA in 2021-22. The Foreign Secretary has set out a strategic approach to ensure maximum impact for our aid spend for 2021-22, laying a Written Ministerial Statement for Parliament in January, summarising overall departmental cross-government allocations of ODA. FCDO and other departments are working through the implications of their allocations for the research programmes they manage.</p><p>The UK has led funding for scientific advances that have helped drive significant reductions in extreme poverty, increases in agricultural productivity, declines in childhood mortality, and increases in life expectancy across the developing world. We remain committed to the use of ODA to support research that can provide new solutions to critical challenges in development.</p>

answer text <p>In contrast to the number of open calls that UKRI runs, which remained relatively stable with an additional surge to deliver specific COVID-19 related funding, the number of applications for funding from UKRI has risen over the last year, including in response to COVID-19. To date the trend has already shown an increase of over 1,000 applications ending December 2020, with a further projection of another 2,000 applications to be received in the final quarter. These increases are against an active portfolio of approximately 14,000 grants.</p><p> </p><p>UKRI has also responded to increased demand to help stabilise the system and the pressures felt across the research and innovation community. Active grants continue to attract a high number of requested changes through their life, but more recently hundreds more enquiries have resulted from COVID-19 disruption, generating many requests for both costed and no cost extensions with £90 million in costed grant extensions paid this year.</p><p> </p><p>Other stabilising interventions that UKRI has made in response to the pandemic include bringing forwards £100 million of Quality Related funding from Academic Year 2020-21 to AY 2019-20, and providing additional funding through the Sustaining University Research Expertise (SURE) Fund in financial year 2020-21.</p>
