answer text
As set out in the Levelling Up and Regeneration Act, the Government will publish an annual report on mission progress, this will detail the progress that has been made against the 12 missions set out in the Statement on Missions in January 2024.

Levelling Up is a long-term ambition, but we are already making headway. 64% of England’s population and 90% of the North are now covered by a devolution deal. We have met the 5G element of the digital connectivity mission early, achieving 5G coverage for the majority of the population with 72% of premises having outdoor access to a 5G signal. The disparity in employment rates between regions has reduced and productivity has grown faster across many Northern cities than London.
more like this

answer text
The department continues to monitor the impact of inflation and increased prices through both formal reporting mechanisms and on the ground relationships. We have put reasonable adjustments and flexibilities in place to mitigate pressures, giving places greater autonomy to manage projects facing rising costs whilst maintaining value for money. We have also agreed a £65 million package of support for local authorities delivering Levelling Up Fund projects.
more like this

answer text
We received a large number of high-quality applications to the Levelling Up Fund and as such made the decision to allocate additional funds for this round.

This means that up to £2.1 billion will be granted to successful bids in this round across the UK - up to £400 million more than last time.

Over the first and second round of the Fund, we have committed that at least 9% of total UK allocations will be set aside for Scotland, 5% for Wales, and 3% for Northern Ireland, subject to a suitable number of high-quality bids coming forward. This is at least as much as would have been received through Barnett consequentials.
more like this

answer text
No assessment has been made.

However, the Department for Levelling Up, Housing and Communities has set 12 ambitious levelling up ‘missions’ to anchor ambition and provide clarity over the objectives of public policy for the next decade. These include missions on skills and living standards.

Missions will deliver real change to peoples’ lives by improving living standards by spreading opportunities and enhancing economic growth, restoring local pride, spreading opportunity and empowering local leaders across the country.

Missions will also serve as an anchor for the private sector and civil society. This policy stability and consistency will unleash innovation, investment and collaboration.

To ensure transparency and accountability, the missions are specific and measurable, and are supported by a set of metrics.

The Department for Levelling Up, Housing and Communities will report on progress towards delivering the missions through an annual report laid before Parliament. The obligation to publish the annual report will be established in statute, creating a regular point for Parliament and the public to debate and scrutinise progress towards levelling up.

answer text
This report reaffirms our finding that disparities in incomes are significant and persistent, both within and between different parts of the UK. These findings reinforce the scale of the challenge we face, but also the vital need for levelling up. The living standards mission sets out government's ambition to narrow the gap in living standards between different areas of the country.

The report's use of the ONS's Gross Disposable Household Income (one of the supporting metrics for the living standards mission) as a data source adds considerable nuance and detail that provides important insights for levelling up and avenues for future research. This analysis also shows the value of improving subnational data to deepen our understanding of the UK's disparities and how they can be addressed. The Department for Levelling Up Housing and Communities is continuing to work with the ONS and others to improve our subnational data, and will continue to engage with experts like the Resolution Foundation to build the evidence base that we need to deliver levelling up.

Our Levelling Up and Regeneration Bill will enshrine in law our commitment to report on spatial disparities within the UK. To do this, we will continue to develop and monitor the suite of metrics we outlined within the Technical Annex of the Levelling Up White Paper, which will enable us to evaluate progress and better understand what works to improve outcomes across different places.
