answer text <p>Once market conditions allow, we intend to subject all contracts both private sector and those under the OLR, to competitive tendering.</p><p> </p><p>We are working to develop new Passenger Service Contracts to enable a return to competition in the market to drive value for money for customers and the taxpayer.</p><p> </p><p> </p><p> </p><p>As the Secretary of State reaffirmed in the George Bradshaw address, we will enhance the role for the private sector as we deliver reform across the railways. Competition is essential to unlock the growth, innovation and efficiency that is required to create a sustainable model which delivers for railway customers.</p><p>In the short term, we are working with the industry to introduce improved commercial incentives in existing contracts.</p><p> </p><p>We will consult with the market to develop and design the detail of these new contracts, before launching competitions in due course.</p> more like this

answer text <p>The Department regularly takes steps to ensure it complies with its transparency obligations across all train operator contracts and aims for consistency between publicly and privately owned operators in the relevant information it makes public, including in relation to train performance, customer experience and satisfaction.</p><p> </p><p>The Operator of Last Resort (OLR) train operators are treated with equivalence to their private sector contractors in the way their contracts are managed, their performance assessed and addressed, the Department’s requirements of their business plans, budgets and any industry efficiencies expected. They are themselves subject to the Freedom of Information Act (2000) and the provisions of the Environmental Information Regulations (2004) and will provide information under their own Freedom of Information Act (2000) publication schemes.</p><p> </p><p>The Department publishes contractual and performance information relating to both National Rail Contract train operators and OLR train operators in accordance with the Freedom of Information Act (2000) on the Rail Public Register.</p><p> </p><p> </p>

answer text <p>The Department for Transport does keep archive records of all train operating company franchise agreements since 1994, and subsequent rail contracts.</p><p> </p><p>The Department adheres to the legislative guidance for retention and archive of documentations as specified under the Public Records Act 1958 (as amended by the Public Records Act 1967) and section 46 of the Freedom of Information Act 2000 published in 2009.</p><p> </p><p>Other legislation relating to public records which Public Authorities adhere to can be accessed at the National Archives website.</p> more like this

answer text <p>The Office of Rail and Road publishes annual statistics on the finances of the rail industry in the UK, which show the value of the Government’s financial support provided in each financial year. The publication provides data up to and including the 2019/20 financial year and is available on the following link at:</p><p><a href="https://dataportal.orr.gov.uk/statistics/finance/rail-industry-finance" target="_blank">https://dataportal.orr.gov.uk/statistics/finance/rail-industry-finance</a>.</p><p>The previous commercial model for rail franchising was superseded in March 2020 (at the onset of the COVID-19 pandemic in the UK) with the introduction of Emergency Measures Agreements with train operators. Under those agreements, and their successors, most financial risk on franchised passenger train operations has been borne by the Government.</p><p>The Department published statistics on operational support payments, and fees paid to operators, under the new arrangements that have applied since March 2020. answer text <p>The following termination sums were agreed with Train Operators (rounded to the nearest 100,000) – (a) Greater Anglia - £30,500,000, (b) TransPennine - £0, (c) West Midland Trains - £90,500,000, (d) South Western Railway - £68,800,000 and (e) c2c - £7,900,000.</p><p> </p><p>In addition to the termination sums, there are further sums due from certain operators as part of their termination obligations. These are to be finalised and a further update will be provided on these amounts in due course.</p><p> </p><p>The Termination Sums were arrived at following a stringent process which took into account value for money as well as a range of other factors.</p><p> </p> more like this
