answer text <p>As committed to in the financial package for the restored Northern Ireland Executive, the UK Government will agree a Fiscal Framework with the Northern Ireland Executive which will outline Northern Ireland’s long-term funding arrangements.</p><p> </p><p>Since the restoration of the Northern Ireland Executive, constructive engagement on the Executive’s Fiscal Framework has taken place between HM Treasury and the Northern Ireland Department of Finance officials, and between myself and the Northern Ireland Finance Minister. My officials and I will continue this regular engagement to progress these negotiations at pace.</p> more like this

answer text <p>The UK Government remains determined to support the Executive to unlock the opportunities that the financial package presents.</p><p> </p><p>To help stabilise the Executive’s financial position, the UK Government has agreed to pause its debt repayments from 2022-23 and 2023-24 of up to £559 million and will no longer require these funds to be repaid, subject to the Executive publishing a plan by May 2024 which outlines how it will deliver sustainable public finances and services and demonstrating implementation of that plan by May 2025.</p><p> </p><p>This sustainability plan must include the delivery of a balanced budget for 2024-25 by raising a minimum of £113 million through locally generated income. It will be for the Executive to determine if it will consider a different course of action to deliver the public services that Northern Ireland needs as part of its sustainability plan.</p> more like this

answer text <p>The Chancellor’s Spring Statement on 23 March 2022 announced a number of measures to support households and businesses in every region and nation of the UK and to relieve the immediate pressure on our cost of living. It sets out that taxes are being cut, debt is falling and public spending is increasing.</p><p> </p><p>For example, raising the National Insurance thresholds is a tax cut for 800,000 workers in Northern Ireland, saving the typical employee over £330 a year, and the 1ppt cut to the basic rate of income tax from 2024 will benefit 870,000 taxpayers in Northern Ireland.</p><p> </p><p>Further support for UK households and businesses included the £1,000 increase to the Employment Allowance, which will benefit around half a million businesses across the UK, as well as the cuts to fuel duty on petrol and diesel, by 5p per litre, for the next 12 months.</p><p> </p><p>In addition to this UK-wide action, the Chancellor also announced that the UK government is providing the Northern Ireland Executive with an additional £47 million through the Barnett formula in 2022/23 as a result of measures announced in the Spring Statement.</p>
