answer text <p>The government is committed to tackling all forms of extremism. Keeping the most dangerous extremists away from other prisoners is essential to the safe running of our prisons and fundamental to public protection. Planning is under way to create specialist units within the high security estate to allow greater separation and specialised management of extremists who pose the highest risk to other prisoners. The regime of the new units will not be based on isolation or solitary confinement but on removing a small subset of the most dangerous and subversive radicalisers from the mainstream prisoner population.</p> more like this

answer text <p>The National Offender Management Service (NOMS) does not tolerate extremist behaviour of any ideology. Should prisoners demonstrate such behaviour staff will, where appropriate, subject them to disciplinary action, and/or ensure that they undertake appropriate interventions and education.</p><p> </p><p>In order to ensure our current practice is as robust and effective as possible in dealing with extremism in prison, the Justice Secretary commissioned a review, supported by external expertise, of the overall approach to dealing with Islamist extremism in prisons, probation and the youth justice system and is currently considering the recommendations.</p> more like this

answer text <p>One of the Secretary of State’s earliest priorities has been to look closely at the way in which the Ministry of Justice, and specifically the National Offender Management Service (NOMS), deals with the threat from extremism and radicalisation in prisons and probation, and whether the response to that threat is effective. It is clear that the threat is evolving and increasing globally and it is crucial that the response, not just in my department but across government, rises to the growing challenge.</p><p> </p><p><a target="_blank">As part of his initial assessment the Secretary of State decided to halt the proposed de-radicalisation programme Ibaana, as its approach is not consistent with the principles set out in the Prime Minister’s speech in </a>Munich in February 2011, and reinforced by his speech on 20 July 2015.</p><p> </p><p>The Secretary of State has also asked the Ministry of Justice, supported by external expertise, to review our overall approach to dealing with Islamist extremism in prisons and probation. This will include considering whether the Ibaana programme should be replaced and if so what a replacement should look like.</p><p> </p><p> </p><p>The Ministry of Justice will continue to be closely involved in the cross government work currently underway on developing de-radicalisation programmes.</p>

answer text <p>We are alert to the risks posed by individuals who may wish to radicalise others, and we are committed to tackling radicalisation in prisons as an important element of our responsibility to protect the public and reduce re-offending.</p><p> </p><p>NOMS has in place a wide-ranging programme of work to identify and manage the risks of extremism and radicalisation amongst offenders, which includes intelligence management and sharing, staff training and offender management and interventions.</p><p> </p><p>NOMS contributes to the cross-Government Counter Terrorism Strategy CONTEST, and works with Law Enforcement Agency partners and alongside other Departments to manage the threat posed. <br></p> more like this

answer text <p>NOMS requires its staff to report on a wide range of extremist behaviours through well-established intelligence reporting systems. This process identifies a number of prisoners, who from the behaviour they exhibit in custody, appear to hold extremist views or who may be vulnerable to radicalisation, religious or otherwise. NOMS assesses that a significant proportion of those exhibiting extremist behaviours do so to disguise or excuse anti-social or criminal gang behaviours or to attempt to manipulate the prison system.</p><p> </p><p>Reporting of extremist behaviour is received from a range of prisons across the custodial estate. NOMS identifies and manages extremist behaviour where it is reported and has a range of interventions available to tackle and disrupt such behaviour, whether genuine or apparent, and an established multi-agency case management approach working with partners to deal with those prisoners of greatest concern.</p> more like this
