answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>It is not possible, except at disproportionate cost, to establish the number of prisoners who have been released on ROTL to allow access to higher and further education in each of the last three years.</p><p> </p><p>There are four categories of ROTL: Resettlement Day Release (RDR), Resettlement Overnight Release (ROR), Special Purpose Licence (SPL) and Childcare Resettlement Licence (CRL). Prisons are required to record the reasons for each release on temporary licence choosing from the following options. We recognise the importance of this support and have made changes so that Community Rehabilitation Companies (CRC) are clearly responsible for the provision of identification documents and bank accounts, as part of Through the Gate support to prisoners on release. We have invested an additional £22 million per annum to improve delivery of these vital services for the remainder of the CRC contracts.</p><p> </p><p>The Department for Work and Pensions (DWP) has responsibility for Universal Credit and Jobcentre appointments. We are working closely with the DWP to agree a National Partnership Agreement which sets out how the two Departments work together to support ex-offenders into employment. answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>Probation services supervise offenders on licence and, if offenders breach their conditions, the Offender Manager will assess their level of risk and, if the conclusion is that the offender cannot be safely managed in the community, will recall the offender to prison. Officials in the Public Protection Casework Section in HM Prisons and Probation Service (HMPPS) will then formally revoke the offender’s licence. Public protection is our priority.</p><p> </p><p>HMPPS engagement about information sharing is primarily with the Police as it is the Chief Constable of each police force who is responsible for operational policing decisions. Police officers will sometimes receive or obtain information about an offender on licence which is relevant for the purposes of determining whether the offender has breached his licence conditions. answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>Prisoners sentenced to a standard determinate custodial sentence must be released automatically at the halfway point of their sentence and serve the second half on licence. Those sentenced to at least 12 weeks but less than four years may be released on Home Detention Curfew (HDC) up to 135 days before the halfway point, depending on sentence length.</p><p> </p><p>HDC is a robust scheme which allows suitable, risk assessed, prisoners to work towards rehabilitation in the community, while remaining subject to strict monitoring and other conditions. If they breach these, they can be returned to custody. HDC allows reintegration back into the community in a controlled and supervised way, which research suggests may help to reduce the risk of further offending.</p><p> </p><p>Between 2007 and 2010, a further scheme operated which also allowed for early release before the halfway point of sentence – the End of Custody Licence (ECL) scheme. This allowed certain adult prisoners to be released 18 days before their normal halfway release point. It was brought to an end in March 2010.</p><p> </p><p>Children sentenced to a Detention and Training Order (DTO) serve the first half in custody, and the second half in the community. Most children serving a DTO of 8 months or more can be released one or two months earlier (depending on the DTO length) than the normal mid-point of sentence.</p><p> </p><p>The attached table shows the number of offenders released early under the Home Detention Curfew, End of Custody Licence and Detention and Training Order early release schemes in each year since 2007, and the proportion of all prisoners released who were released under each scheme.</p><p> </p><p>Prisoners may also be released early before having served half the sentence under the Early Removal Scheme (ERS). Under this scheme offenders liable to removal from the United Kingdom who have served at least a quarter of the sentence may be released before the halfway appoint solely in order to facilitate their deportation. Prisoners may also be released early on compassionate grounds (ERCG) before they have served half the sentence. answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>We recently made changes so that Governors can consider release on temporary licence (ROTL) earlier and in more cases, and prisoners can enter the workplace sooner. By providing opportunities to work, learn and build family ties, temporary release from prison helps ensure offenders do not return to crime when they leave prison.</p><p> </p><p>ROTL must be a standing item in sentence planning meetings, starting with the one immediately before the offender becomes eligible to be considered for day release or after arriving in open conditions. An outline ROTL plan for the remainder of the sentence should be in place as soon as possible and no later than 8 weeks after arrival in open conditions, which is where we expect the majority of ROTL.</p><p> </p><p>Governors must ensure that all necessary risk assessments and security arrangements are actioned before ROTL is approved and takes place. This includes consultation with probation services and external agencies and allowing victims the opportunity to make representations about conditions to be attached to any release. Prisoners who have served their minimum tariff have their suitability for parole reviewed by the Parole Board at least every 2 years</p><p> </p><p>Due to improvements in IT systems, detailed statistics are available from 2015 only and therefore</p><p>pre-2015 figures for releases from IPP sentences broken down by establishment have not been included.</p><p> </p><p>Please note that:</p><p>HMP Blantyre House was temporarily taken out of use from January 2015</p><p>HMP Downview reopened in May 2016 after a period of refurbishment.</p><p>HMP Holloway closed in May 2016</p><p>HMP Kennet closed in December 2016</p><p>HMP Berwyn opened in February 2017</p><p> </p><p>HMP Peterborough is a dual purpose prison for men and women.</p><p> </p><p>'..'
