answer text <p>The quarterly HMPPS workforce statistics publication covers staffing information and the latest publication covers data up to 31 March 2024.</p><p> </p><p><a href="https://www.gov.uk/government/collections/national-offender-management-service-workforce-statistics" target="_blank">HM Prison and Probation Service workforce statistics - GOV.UK (www.gov.uk)</a></p><p> </p><p>Ensuring we attract people with the right skills and retain them so they can progress their career in HMPPS is a key priority, we are working hard to retain and develop clear career paths for our operational staff.</p><p> </p><p>We have invested in several new initiatives to improve the experience of our new joiners and increase retention of our employees.</p><p> </p><p>These include:</p><ul><li>a new peer-to-peer learning scheme</li><li>the introduction of New Colleague Mentors for all staff</li><li>the Career Pathways Framework</li></ul><p> </p><p>To help stem attrition we have implemented a Retention Strategy which is linked to wider activities to improve employee experience, employee lifecycle and staff engagement at work.</p><p> </p><p>Nationally, we have seen a substantial improvement in the national staffing picture within prisons over the past year. The number of Band 3-5 prison officers increased by 1,396 Full Time Equivalent (FTE) between March 2023 and March 2024. This is the result of significant efforts across the agency, including substantial increases in pay for staff, our first-ever nationwide advertising campaign, recruitment schemes where we incentivised applicants to relocate to ‘harder-to-staff’ sites, and the Prison Officer Alumni Network, where we have fast-tracked former staff back into the service</p><p>.</p>

answer text <p>During 2023, 21 prisons received Band 3 officers on National Detached Duty. The table attached shows the average number of detached duty staff deployed at each site in each month.</p><p>It is not possible, without incurring disproportionate cost, to provide the remaining information requested, as this would require a detailed examination of individual records.</p><p>We are doing more than ever to attract and retain the best staff, including boosting salaries and launching our first-ever nationwide advertising campaign. These efforts are working - we have over 4,800 FTE additional officers between March 2017 and December 2023, and retention rates for prison staff are improving.</p><p>We have committed to recruiting up to 5,000 additional prison officers across public and private prisons by the mid-2020s.</p> more like this

In the same period, we have seen a fall in the resignation rate amongst Band 3-5 officers of 2.6 percentage points, down from 11.5% in June 2022 to 8.9% in June 2023.</p><p> </p>

answer text <p>Provision for detached duty is made in the Prison Service Instruction on Travel and Subsistence, which can be found at: <a href="https://justiceuk.sharepoint.com/sites/HMPPSIntranet/SitePages/Travel-%26-Subsistence-PSI-.aspx?web=1" target="_blank">PSI 15/2012 Travel &amp; subsistence policy</a>. This was published in 2012 and re-issued in 2013.</p><p> </p><p>We have no record of when the detached duty policy was first introduced, as it predates the creation of the Ministry of Justice in 2007. We understand, however, that detached duty may have been in place since the 1980s.</p><p> </p><p>Staff are deployed on detached duty as a tactical response to support other prisons when required, to cover staffing shortfalls, or to meet other operation requirements. It provides H M Prison &amp; Probation Service with a vital contingency measure to assist in maintaining good order and security in prisons. There are no plans to withdraw it.</p> more like this

answer text <p>Appropriate staffing across our prison estate is vitally important. In line with Prisons Strategy White Paper, published in December 2021, we are committed to recruiting up to 5,000 additional prison officers across public and private prisons by the mid-2020s in line with estate expansion. The number of Full Time Equivalent (FTE) prison officers has increased over time; there were 4,000 more officers in post in June 2023 compared to March 2017</p><p> </p><p>Alongside this recruitment, we recognise the importance of retaining experienced staff. We launched a retention toolkit into prisons in 2021 which provides Governors with the support and tools to tackle the main drivers of attrition in their prison. Since April 2022, we have invested in a number of new initiatives, including new colleague mentors and a new peer to peer learning scheme, as well as focused leadership training in sites where staff attrition is highest.</p><p> </p><p>We have also made significant investments in pay to recognise the hard work of our staff.
