It was necessary for the Government to address the deficit and it was right that the police contributed to that.</p><p>Forces have largely risen to the challenge and demonstrated that it is possible to make efficiencies whilst delivering a high quality service to the public. Since Spending Review 2015, we have provided additional flexibility for the 10 Police &amp; Crime Commissioners in England with the lowest precept bills each year (the lower quartile).
