answer text <p>The National Planning Policy for Waste (NPPW), which is a material consideration in planning decisions, already includes policies on the reuse and recycling of materials when considering development proposals.</p><p>Paragraph 8 sets out that when determining planning applications for non-waste development, local planning authorities should, to the extent appropriate to their responsibilities, ensure that the handling of waste arising from the construction and operation of development maximises reuse and recovery opportunities, and minimises off-site disposal.</p><p>The planning practice guidance for waste include further advice on this matter.</p><p>In addition, chapter 17 of the National Planning Policy Framework (NPPF) outlines further policy to support the consideration and use of recycled materials.</p> more like this

answer text <p>The Secretary of State appoints an independent Planning Inspector to examine a revised Local Plan (including any Green Belt boundary change) and check that it is legally compliant and sound. Plans must be positively prepared, justified, effective, and consistent with the National Planning Policy Framework. If requested by the local authority, Inspectors may recommend modifications to the Plan they consider necessary for it to be sound. The Framework is not law, simply requiring compliance: examining Inspectors have regard to its policies insofar as they are a material consideration.</p><p>As Annex 1 makes clear, the revised Framework will come into effect where a revised Plan reaches pre-submission stage after 19 March 2024. However, for the purposes of determining planning applications, the new Framework’s policies came into effect on 19 December 2023.</p><p>The Secretary of State has a range of intervention powers available to him in relation to the Plan-making process. Decisions to intervene are exceptional and made on a case-by-case basis once all the facts and any relevant legal advice have been considered.</p>

answer text <p>Article 15 of The Town and Country Planning (Development Procedure) (England) Order 2015 outlines the statutory publicity requirements for Local Planning Authorities (LPAs). LPAs must give notice by site display in at least one place on or near the land to which the application relates or by serving the notice on any adjoining owner or occupier. They must also publish information about the application on their website and in certain circumstances, they must give notice in a local newspaper. Where relevant planning considerations are raised by local residents, these must be taken into account by the local authority before they determine an application. answer text <p>Local councils are responsible for ensuring that they build skills pipelines in their area to discharge their responsibilities. We recognise, however, that there have been challenges in recent years in plan and so, on a temporary basis, the Government is providing additional funds.</p><p>The £24 million Planning Skills Delivery Fund will help local authorities to recruit, retain and upskill planners to build a more sustainable planning system for the benefit of communities by helping local planning authorities clear planning backlogs and get the skills in place that they need to respond to changes in the planning system. This has been supplemented at Autumn Statement by an additional £5 million to clear the planning applications backlog.</p><p>We will announce the successful local authorities who applied for funding as part of the year one application process shortly.</p> more like this
