answer text <p>Claimants are expected to contact the DWP if their circumstances change, including notification of periods abroad. Periods abroad may affect a claimant’s entitlement to Personal Independence Payment (PIP), so we need to know the date a claimant is leaving the country, how long they are planning to be out of the country, which country they are going to, and the purpose of the visit.</p><p> </p><p>We have record levels of demand for PIP, and in turn this has increased pressure on the PIP Helpline. To meet this additional demand, significant recruitment activity has been taking place which is having a positive impact on calls answered and wait times.</p> more like this

answer text <p>The Public Sector Equality Duty (PSED) places a legal duty on the DWP to consider how its decisions impact differently on different people and in particular those with protected characteristics under the Equality Act 2010. While an Equality Impact Assessment (EIA) is not a legal requirement of the PSED, it is one of the ways a department can demonstrate consideration of, and compliance, with its duty.</p><p> </p><p>Prior to the introduction of Personal Independence Payment (PIP), an EIA, including against ethnicity, was completed which can be found here <a href="https://www.gov.uk/government/publications/disability-living-allowance-reform-equality-impact-assessment" target="_blank">Disability Living Allowance reform – equality impact assessment - GOV.UK (www.gov.uk)</a>. EIAs are carried out in relation to significant proposals or changes to PIP, the most recent of which was in 2022. The Family Resources Survey, published annually, also contains ethnicity data by benefit, including PIP.</p>

This includes help filling in the form and protections for failing to return the questionnaire, or for failing to attend an assessment. answer text <p>As we test the new online apply service for PIP, it is currently being offered to a small number of claimants who call the department to begin a new claim. Currently, we are offering the service to 60 claimants a day.</p><p> </p><p>Only those claimants who are able to apply online, and feel comfortable doing so, are offered a digital application. Call agents offer this voluntary option to new PIP claimants within scope of the current service until the daily limit is met.</p><p> </p><p>The following user groups are not currently in scope:</p><p> </p><ul><li>Anyone applying in an official capacity (e.g. appointees);</li><li>Anyone with a Welsh or Northern Ireland postcode;</li><li>Anyone applying for special rules;</li><li>Anyone with a previous or existing PIP or DLA claim; and</li><li>Those without a NINO or with a GY or JY postcode.</li></ul><p> </p><p>As we gradually expand the service, we will incrementally bring more user groups in scope. This approach is allowing us to build, develop and design the service safely.</p><p> </p><p>The department is committed to working with stakeholder organisations as we develop the new online new online apply service for PIP. Their input will be vital to its delivery. To date, three workshops dedicated to the service have been held, engaging with 16 different key stakeholder organisations. These workshops are contributing to the design and the delivery of the service and will continue as we gradually expand the service.</p>

answer text <p>When the department receives a complaint from a Member of Parliament, the aim is to contact them within 15 working days to tell them of the outcome, or when they can expect a response, if it will take longer.</p><p>We will always aim to resolve the complaint as quickly as we can, however, on occasion that the complaint is complex, we will contact the Member of Parliament to let them know when they can expect a response.</p><p>The DWP has made significant improvements to the complaints service since 2021; we triage all complaints, giving priority to vulnerable claimants who may be at risk, and those with benefit payment issues. We continually monitor complaints, including the volumes, and have introduced further improvements including developing a consistent approach to complaints through new quality standards. We are committed to learning from complaints, using insight to support further improvements and our service to customers.</p> more like this

answer text <p>As part of our proposal for reform, people that are receiving both PIP and UC will receive a new UC health element as part of their claim. However, in today’s benefits system some people who are determined to have LCWRA do not receive PIP. This is also the case for some people that are in the ESA Support Group.</p><p> </p><p>For this group, we will carefully consider whether they meet the PIP assessment and eligibility criteria. As we develop our reform proposals, we will consider how disabled people and people with health conditions who need additional financial support may receive it.</p> more like this
