This includes help filling in the form and protections for failing to return the questionnaire, or for failing to attend an assessment. Claimants who require additional support to engage with the PIP application process are guaranteed to have an assessment if they fail to return their PIP2 questionnaire.</p> more like this

answer text <p>The Health Transformation Programme is exploring a case management model as part of its ambition to better understand our claimants, tailor their service, and help to build claimant confidence and trust that their case is being progressed appropriately. We are continually working closely with a broad range of stakeholders, including users of the service, to gain insight and feedback from different perspectives to help shape the design of our services. The programme has conducted some initial tests of a case management model that indicated that claimant contact is important in building trust and transparency. We will continue to gather insight from disabled people and other stakeholders, as we explore how we can most effectively and efficiently manage a claim for PIP in a way that ensures the claimant gets the right outcome at the earliest opportunity.</p> more like this

answer text <p>Through the consultation on Shaping Future Support: The Health and Disability Green Paper, we received over 4,500 written responses and held over 40 consultation events with disabled people, people with health conditions and their representatives. These included both virtual and face-to-face events, with events in Scotland, Wales and every region of England, to make sure we were hearing a variety of views on the Green Paper.</p><p> </p><p>Many charities and organisations helped us to run events by organising for their users to attend and speak to us about the areas of the Green Paper that were most important to them. We are very grateful to all the individuals and organisations who have contributed through this and the consultation events.</p><p> </p><p>Following publication of the White Paper, we will continue to work with disabled people and their representatives to ensure their voices remain at the heart of delivering action and how we develop, deliver, and reach, the important goals set out in our White Paper.</p>

answer text <p>During the consultation, we heard the views of more than 4,500 people and organisations and discussed our proposals at over 40 public events. In the consultation, people with long-term or chronic health conditions said that they should be assessed less frequently and that the PIP assessment and Work Capability Assessment (WCA) overlapped, leading to additional stress. We know that a large number of people who receive a health or disability benefit currently need to complete two applications and undergo two assessments to receive additional support for their disability or health condition.</p><p> </p><p>We heard that people found these assessments contained unnecessary duplication and that they caused anxiety and distress. This is, in part, due to a fear that trying work or work-related activity could trigger a repeat assessment that could result in the loss of their benefit entitlement.</p><p> </p><p>These issues and barriers cannot be fully resolved by making small changes to the health and disability benefits system, but instead require fundamental changes to the design of the system.</p><p> </p><p>We have addressed these themes within our White Paper by committing to remove the financial disincentives that exist within the current system and reducing the assessment burden that people currently face. We will legislate to remove the WCA so that in future there will only be one health and disability assessment - the Personal Independent Payment (PIP) assessment. PIP will not be means-tested and will stay separate from UC.</p>

answer text <p>For Personal Independence Payment (PIP) initial decisions made in the period 1<sup>st</sup> July 2016 to 30<sup>th</sup> June 2022 there were 595,500 Mandatory Reconsideration (MR) outcomes where the total points score was the same as that at the initial decision. This equates to 73% of the decided MRs relating to those initial decisions. For some cases, points scores are missing from the data and so these have not been included.</p><p> </p><p>Please note:</p><p> </p><ul><li>This is unpublished data. It should be used with caution and it may be subject to future revision.</li><li>Figures are rounded to the nearest 100 and percentages to the nearest percent.</li><li>We have provided data for England and Wales (excluding Scotland) in line with the latest published figures on PIP.</li><li>This data covers initial decisions following a PIP assessment only (New Claims or DLA Reassessments) between 1<sup>st</sup> July 2016 and 30<sup>th</sup> June 2022, the latest period for which data is available. It does not include applications which end before an assessment (for example, due to failure to return required paperwork or attend an assessment) or decisions made at an Award Review or Change of Circumstance.</li><li>Figures do not include cases which are classified as Special Rules for Terminal Illness (SRTI) at either initial decision or MR stage.</li></ul><ul><li>These figures include information on MR related to those initial decisions which were decided by 30<sup>th</sup> September 2022, the latest date for which published data is available. Note that more MRs could be made and completed after September 2022, so numbers may change. Only completed MRs where a decision was made are included in these figures. Withdrawn/Cancelled MR have been excluded.</li><li>Comparison was based on total points score at each stage – that is, the sum of Daily Living and Mobility score elements. This means that scores against individual descriptors could have changed, but with zero net effect.</li></ul>
