Early estimates are subject to uncertainty and we will be refining this estimate as the exercise progresses. The exercise includes claims that were in payment on 6 April 2016 (the date of the original Upper Tribunal decision) as well as claims where DWP made a decision on or after 6 April 2016, including some claims where we did not award PIP. Where these claimants have made more than one claim for PIP each claim will need to be reviewed. The Department published updated guidance implementing the judgment from 17 September 2020, so new PIP decisions from that date already reflect the judgment and will not be reviewed as part of the exercise.</p><p> </p><p>We are not planning to invite claimants for an assessment. However, we may contact them for more information, so that we can make a decision on their claim. We will write to all claimants whose claim(s) we review. answer	answer is ministerial correction date of answer 24/09/2021 answer text <p>We are committed to ensuring that claimants receive the PIP support they are entitled to. The Department is contacting claimants who may be affected and we may ask for further information about the help they needed. We want to ensure we have all the relevant evidence when making a decision and get the right outcome for claimants when reviewing their claim, as part of the administrative exercise.</p><p>We recognise that the Department comes into contact with some claimants who are potentially very vulnerable. That is why claimants with a severe mental health or behavioural condition, learning disability, developmental disorder or cognitive problems, who may have difficulty engaging with the process, and with no support network in place, can be provided with additional support during the process if they need it.</p><p>This support can include arranging to speak to a representative, carer or other support worker at a convenient time and allowing additional time to provide further information. answer	answer is ministerial correction date of answer 23/09/2021 answer text <p>The information requested is not available.</p><p> </p><p>It might be helpful if I explain that on receipt of a referral, a Health Professional (HP) will review each case along with any additional information provided by the claimant. If there is enough paper-based evidence to determine entitlement, the HP will assess the claimant on this evidence alone. If there is not, the HP may request further medical evidence from a treating medical professional. Once all the information has been received, the HP may be able to provide a paper-based assessment. The feedback on telephone assessments has so far been positive: in a recent survey published by the Department, the majority of people who had a telephone assessment for PIP or for their WCA were ‘satisfied’ or ‘very satisfied’.</p><p> </p><p>In Shaping Future Support: The Health and Disability Green Paper, we are consulting on the use of telephone and video assessments as an alternative to face-to-face in the future and want to fully evaluate their effectiveness. We have asked for views about the different ways to provide assessments, and how to improve telephone assessments to ensure they are as accurate and effective as possible. Telephone assessments were not used before late March 2020. For the two providers of medical assessments this was on 23<sup>rd</sup> March 2020 (Capita) and 6<sup>th</sup> April 2020 (IAS) respectively.
