answer text <p>As part of our proposal for reform, people that are receiving both PIP and UC will receive a new UC health element as part of their claim. However, in today’s benefits system some people who are determined to have LCWRA do not receive PIP. This is also the case for some people that are in the ESA Support Group.</p><p> </p><p>For this group, we will carefully consider whether they meet the PIP assessment and eligibility criteria. As we develop our reform proposals, we will consider how disabled people and people with health conditions who need additional financial support may receive it.</p> more like this

answer text <p>Through the consultation on Shaping Future Support: The Health and Disability Green Paper, we received over 4,500 written responses and held over 40 consultation events with disabled people, people with health conditions and their representatives. These included both virtual and face-to-face events, with events in Scotland, Wales and every region of England, to make sure we were hearing a variety of views on the Green Paper.</p><p> </p><p>Many charities and organisations helped us to run events by organising for their users to attend and speak to us about the areas of the Green Paper that were most important to them. We are very grateful to all the individuals and organisations who have contributed through this and the consultation events.</p><p> </p><p>Following publication of the White Paper, we will continue to work with disabled people and their representatives to ensure their voices remain at the heart of delivering action and how we develop, deliver, and reach, the important goals set out in our White Paper.</p>

answer text <p>During the consultation, we heard the views of more than 4,500 people and organisations and discussed our proposals at over 40 public events. In the consultation, people with long-term or chronic health conditions said that they should be assessed less frequently and that the PIP assessment and Work Capability Assessment (WCA) overlapped, leading to additional stress. We know that a large number of people who receive a health or disability benefit currently need to complete two applications and undergo two assessments to receive additional support for their disability or health condition.</p><p> </p><p>We heard that people found these assessments contained unnecessary duplication and that they caused anxiety and distress. This is, in part, due to a fear that trying work or work-related activity could trigger a repeat assessment that could result in the loss of their benefit entitlement.</p><p> </p><p>These issues and barriers cannot be fully resolved by making small changes to the health and disability benefits system, but instead require fundamental changes to the design of the system.</p><p> </p><p>We have addressed these themes within our White Paper by committing to remove the financial disincentives that exist within the current system and reducing the assessment burden that people currently face. We will legislate to remove the WCA so that in future there will only be one health and disability assessment - the Personal Independent Payment (PIP) assessment. PIP will not be means-tested and will stay separate from UC.</p>

answer text <p>The time it takes to clear a claim, and the number of people awaiting a decision, can vary. We are continuing to see an improvement in Personal Independence Payment (PIP) clearance times, with the latest statistics showing that the average end-to-end journey has reduced each quarter from 26 weeks in August 2021 to 14 weeks at the end of January 2023. This means that we’re clearing claims faster than we were prior to the pandemic.</p><p> </p><p>The latest release of the PIP Official Statistics, with data available to January 2023, is available at: <a href="https://www.gov.uk/government/statistics/personal-independence-payment-statistics-to-january-2023" target="_blank">https://www.gov.uk/government/statistics/personal-independence-payment-statistics-to-january-2023</a>.</p><p> </p><p>Reducing customer journey times for PIP claimants is a priority for the department and we are working constantly to make improvements to our service. answer text <p>I have regular discussions with ministerial colleagues on a wide range of issues, including PIP; and the department closely monitors all aspects of the assessment process, including how we assess fluctuating health conditions.</p><p /><p>PIP assessments must consider an individual’s ability to carry out a task over a 12-month period, ensuring that fluctuations are taken into account. The assessment should accurately reflect the impact of variations in an individual's level of impairment, for all health conditions and impairments, as well as those which more typically fluctuate.</p><p> </p><p>We published <em>Transforming Support: The Health and Disability White Paper on 15<sup>th</sup> March 2023. </em>The White Paper responds to feedback from <em>The Health and Disability Green Paper</em> consultation and sets out proposals to support more disabled people and people with health conditions to start, stay and succeed in work, as well as to improve the overall experience of, and trust in, the benefits system.</p><p> </p><p>In the White Paper, the department set out plans to test, at small scale, the introduction of a new Health Impact Record. This will give people the option of a structured way to present evidence that demonstrates the changing impact of their health condition(s). Information will be collected over a period of time rather than at the point of assessment.</p>

answer text <p>The Personal Independence Payment (PIP) application process is kept under continual review to ensure it meets the needs of claimants and helps the department reach an accurate assessment of an individual’s entitlement. Since PIP was introduced, we have introduced a range of accessibility improvements such as the Video Relay Service and Relay UK, improved the clarity of the PIP2 questionnaire to make it easier to complete, expanded the assessment methods to include video and telephone, and introduced recording by request for telephone and face-to-face appointments. Claimants are also kept informed and updated at each stage of the application process, including through our improved text message service.</p><p> </p><p>Alongside this, the Health Transformation Programme is transforming the entire PIP service which will reduce the time it will take to process a claim and create a vastly improved claimant experience and a more efficient service for the taxpayer. We will introduce an option to apply for PIP online, giving claimants a greater choice in how they interact with the DWP and the ability to save, resume and upload medical evidence. We are currently operating a small-scale test of the new online apply service, taking a small number of claims to begin with before we gradually and carefully increase the number of people using the service. This approach allows us to develop, test and evaluate the service, exploring and making improvements as we gradually increase its availability. We are also exploring options to re-use evidence we currently hold, removing the need for claimants to upload or re-submit it, and we are reviewing what evidence is relevant to a decision, to enable more accurate data gather and decision making.</p><p> </p><p>We published Transforming Support: The Health and Disability White Paper on 15 March 2023 (<a href="https://www.gov.uk/government/publications/transforming-support-the-health-and-disability-white-paper" target="_blank">https://www.gov.uk/government/publications/transforming-support-the-health-and-disability-white-paper</a>).
