answer	answer is ministerial correction date of answer 21/03/2019 answer text <p>We are working with the Department for Work and Pensions, as part of our forthcoming strategy on gender equality and economic empowerment, to understand what more can be done to support parents to take Shared Parental Leave.</p><p> </p><p>The Government is currently evaluating the Shared Parental Leave and Pay scheme - this will look at take-up rates, barriers to take-up and how the scheme is being used in practice. We expect to be in a position to report findings later this year. We anticipate being in a position to report on the Shared Parental Leave evaluation in 2019 and the Right to Request Flexible Working in 2020.</p><p>The Government has set out the largest upgrade to workers’ rights in a generation. Helping people to balance their work and home lives is vital in creating an inclusive economy where those with caring responsibilities can continue working. That is why in October we announced that we would consult on creating a duty for employers to consider whether a job can be done flexibly, and make that clear when advertising. This includes encouraging Shared Parental Leave by providing contractual Shared Parental Pay, which exceeds statutory arrangements and reflects best employment practice.</p><p> </p><p>Using Shared Parental Leave and Shared Parental Pay, employees who are having a baby or adopting a child may be able to share up to 50 weeks of leave and up to 37 weeks of pay, if they meet the eligibility criteria.</p><p> </p><p>For 26 of those weeks leave<strong>, </strong>if an employee meets the qualifying criteria, departmental Shared Parental Pay will be paid at full pay, less any weeks’ statutory maternity pay, maternity allowance or statutory adoption pay and leave already taken. The remaining 13 weeks will be paid at statutory rate for 13 weeks.</p><p> </p><p>Employees may be able to share the pay and leave in the first year after their child is born or placed with their family for adoption and use Shared Parental Leave to take leave in blocks separated by periods of work, or take it all in one go. answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>The most recent official data on average length of family-related leave taken by parents is from the Maternity and Paternity Rights Survey in 2009, which collected data from parents of children born in 2008 across Great Britain.</p><p>This shows that in 2008,</p><ul><li>mothers took an average of 39 weeks of maternity leave, up from 32 weeks in 2006.</li><li>amongst fathers who took some paternity leave, 16% took more than two weeks, 50% took two weeks and 34% took less than two weeks of leave.</li></ul><p>This does not contain information on average weeks of unpaid Parental Leave, nor of Shared Parental Leave which was introduced in 2015.</p><p>Information on the amount of leave taken at the regional or local level is not available.</p><p>The full Maternity and Paternity Rights Survey 2009/10 Research Report can be found here:</p><p>https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/214367/rrep777.pdf</p><p>We are currently evaluating the Shared Parental Leave and Pay schemes. This is not a policy, but guidance to MPs on the statutory entitlements. As the legal employers of their staff, MPs are responsible for matters of individual staffing arrangements, such as approving instances of family leave and ensuring that they comply with relevant employment legislation.</p><p>As the document is guidance rather than a policy, and relates only to the statutory entitlements, we have not undertaken any specific assessment of its effects. However, IPSA encourages responsible employment and any necessary expenditure by MPs on the health and welfare of their staff, including their mental health. MPs can claim the cost of staff health and welfare costs, such as occupational health assessments, from their staffing budgets. We also undertake Equality Impact Assessments (EIA) in relation to major changes to our Scheme of MPs’ Business Costs and Expenses. We last undertook an EIA in March 2017 which concluded that changes proposed to our Scheme were likely to have a small positive impact on MPs’ staff in relation to pregnancy and maternity.
