UNRWA continues to implement a human rights, conflict resolution and tolerance policy, which applies to all its schools in its five fields of operation, supplementing the host country curriculums. UNRWA has also developed a framework which establishes standard criteria for analysing and enhancing textbooks across all fields and includes tools to guide analysis of host country curricula, textbooks, and other learning material to ensure they reflect UN values. Demolitions cause unnecessary suffering to ordinary Palestinians, are harmful to the peace process, and in all but most limited circumstances are contrary to international humanitarian law. The Foreign and Commonwealth Office (FCO) advises against all travel to Gaza. We therefore do not make representations on behalf of parliamentarians wishing to do so.</p><p> </p><p>Our Embassy in Cairo forwarded a request to the Egyptian authorities for a British aid convoy to access Gaza via the Rafah crossing in 2014, after Egypt changed its policy to only considering applications requested by embassy note verbale. The convoy included one or two parliamentarians. The FCO made clear to the organisers that the visit was at their own risk. The Egyptian authorities agreed access for a reduced version of the convoy, but this was shortly before the Rafah crossing was closed indefinitely in October. Most recently, our Ambassador to Israel and the Head of the Near East Department in the Foreign and Commonwealth Office raised our deep concerns about the impact of Israel’s withholding of transfer of tax revenues when they met with the Israeli National Security Adviser on 9 March. We are deeply concerned by Israel’s decision to freeze the transfer of tax revenues and the impact this will have on the Palestinian Authority (PA).
