answer text <p>On 18 February the Government published a consultation on changes to the producer responsibility regime for packaging. As part of this consultation we have proposed a mandatory UK-wide labelling scheme which would require producers to clearly label their packaging as ‘recyclable’ or ‘not-recyclable’. This proposal will ensure the packaging labelling scheme will be: (a) highly visible, (b) unambiguous and (c) on the front of packaging.</p><p> </p><p>The consultation closed on 13 May and we are currently analysing the responses. A summary of responses will be published in due course.</p><p> </p><p>The details of the proposed mandatory packaging labelling scheme, such as the design of the label, will be subject to further consultation.</p> more like this

answer text <p>Between December 2013 and 18 December 2018, 70 suspected packaging freeriders were reported to the Environment Agency by approved packaging compliance schemes.</p><p> </p><p> </p><p> </p><p>All reported freeriders have initially been assessed to establish a risk profile.</p><p> </p><p> </p><p> </p><p>64 of the 70 reported freeriders have been subject to further investigation. Of the remaining 6, 2 were found to already be registered and the remaining 4 were considered a low risk.</p><p> </p> more like this

answer text <p>All businesses involved in the export of wastes are required to take all necessary steps to ensure that the waste they ship is managed in an environmentally sound manner throughout its shipment and during its recycling.</p><p> </p><p>There is a system of international rules on waste shipments which must be followed by both UK authorities and those in the country of destination to ultimately ensure the environmentally sound management of waste.</p><p> </p><p>Only exporters accredited by the relevant agency can issue evidence of the recycling of exported packaging waste (PERNs). PERNS can only be issued on waste sent to an approved site (that will operate to standards ‘broadly equivalent’ to those in the EU).</p> more like this

answer text <p>The Government has committed in our 25 Year Environment Plan and Clean Growth Strategy to reforming our producer responsibility systems (including the packaging waste regulations) to incentivise producers to take greater responsibility for the environmental impacts of their products. This will look at all aspects of the packaging producer responsibility regime, including mechanisms to incentivise better design and encourage the greater use of recycled material, as well as the funding of collections within the system.</p><p> </p><p>The Secretary of State has had discussions with the Waste &amp; Resources Action Programme, the Industry Council for Packaging &amp; the Environment and the Advisory Committee on Packaging as representatives of industry to hear their views on reforming the packaging producer responsibility system, including incentivising the use of recycled content.</p><p> </p> more like this
