answer text <p>We know that finding employment in the year after release makes offenders less likely to reoffend, by up to nine percentage points. Getting ex-offenders into work is critical to the Government’s work to break the cycle of reoffending. That is why in our manifesto, this Government committed to improve access to purposeful activity, including learning, and to support prisons to link with employers and the voluntary sector to support ex-offenders into work.</p><p> </p><p>Information on the number and proportion of prison leavers employed at 6 months post release is available from April 2020. The most recent figures were published on 25 July 2024 in the Offender Employment Outcomes Update to March 2024 at: <a href="https://www.gov.uk/government/statistics/offender-employment-outcomes-update-to-march-2024." target="_blank">https://www.gov.uk/government/statistics/offender-employment-outcomes-update-to-march-2024.</a></p><p> </p><p>The proportion of prison leavers in jobs within six months of their release more than doubled across the past three performance years, from 14% in 2020/21 to 31% in 2023/24.</p>

answer text <p>I am pleased to say that the proportion of prisoners released from custody who were employed at six months from their release has increased by nearly a third between April 2022 and March 2023, from 23.2% to over 30.4%.</p><p>We are determined to increase the number of prison leavers securing employment on release to cut their chances of reoffending and so we can keep the public safe.</p><p>We are offering more offenders the chance to work in prison and on release from custody, supported by our new, dedicated Prison Employment Leads, who are now in post at 92 prisons including all resettlement prisons.</p><p>They provide case-level employment support and match prisoners to roles on release and head up our new Employment Hubs where prisoners can access support with job applications and CVs.</p><p>We are building stronger links with employers, including through our prison Employment Advisory Boards which are chaired by local business leaders. In March 2023, 715 people released 6 months previously were in the workforce and contributing to the economy, an increase from 394 in April 2021.</p><p> </p><p>We know that employment reduces the chance of reoffending significantly, by up to nine percentage points. answer text <p>We remain committed to increasing the number of prison leavers securing employment on release. The proportion of persons released from custody employed at six months from their release rose by almost two thirds between April 2021 and March 2022. This is an increase of 9 percentage points from 14% to 23%.</p><p>We do not hold the information for the period requested for the reasons stated below.</p><p>Employment on release was collected for a prison Key Performance Indicator which ran from 2007/08 to 2014/15. This data was based on self-reporting by prisoners at the point of discharge from custody, with no requirement for supporting evidence, and was discontinued in light of concerns over the reliability of the data. It was replaced by data collected by Community Rehabilitation Companies in nDelius; a system used for the management of offenders subject to probation supervision.</p><p>Employment data collection in nDelius did not start until 2016. Specific direction to do so at the 6-week point was issued in 2021. Data prior to November 2018 is incomplete, therefore complete yearly data is provided for the 2019/20 financial year onwards and is not comparable to before November 2018.</p><p>Statistics on employment at six weeks post release are available through the following link: <a href="https://www.gov.uk/government/statistics/community-performance-annual-update-to-march-2022" target="_blank">Community Performance Annual, update to March 2022 - GOV.UK (www.gov.uk)</a>.</p>

answer text <p>Getting more prison leavers into employment is crucial to this government’s mission to cut crime and to make our streets safer by reducing reoffending.</p><p>We know that employment reduces the chance of reoffending significantly, by up to nine percentage points. That is why we set out robust plans to improve employment outcomes for prison leavers in the December Prisons Strategy White Paper. We know, too, that education reduces the chance of reoffending by up to nine percentage points. Our new Prisoner Education Service will ensure prisoners improve skills such as literacy and numeracy, acquire relevant vocational qualifications, and access employment and training opportunities on release.</p> more like this

answer text <p>Increasing the number of prison leavers who get a steady job or access training after leaving custody is a priority for our department. This is because we know employment reduces the chance of reoffending significantly, by up to nine percentage points. The proportion of prison leavers released from custody employed at six months from their release has risen by almost two thirds to 23% between April 2021 and March 2022, but we will do more.</p><p>The Prisons Strategy White Paper includes rolling out dedicated Prison Employment Leads in 92 prisons to match prisoners to jobs. In those same prisons, we are rolling out Employment Hubs, where prisoners can access job opportunities and support writing applications and CVs.</p><p>We are also rolling out prison Employment Advisory Boards to link prisons with local industry to help prisoner leavers meet the needs of the local labour market.</p><p>Finally, New Futures Network, the prison service’s network of employment brokers, works with over 400 employers to find prisoners work in prison, on Release on Temporary Licence and on release.</p>

answer text <p>It is a priority for this government to increase the proportion of prison leavers in employment following release. We will deliver a presumption in favour of offering offenders the chance to work in prison, on Release on Temporary Licence and on release.</p><p>We will hold Governors to account for the opportunities and outcomes to participate in work related activity they achieve for prisoners. In return, we will deliver a new digital tool to inform governors and commissioners about progress and what interventions are working in their prison.</p><p>We are also rolling out dedicated Employment Advisors in all resettlement prisons, to improve how we identify candidates and match them to jobs. This will mean that there is a named person in those establishments accountable for improving these outcomes. Alongside this, we are establishing ‘Employment Hubs’ which are the equivalent of a ‘job centre in a prison’. Prisoners can find out about opportunities sourced by New Futures Network and other partners, as well as access support with applications. There are 23 in operation currently and we plan to have a further 13 by the end of June.</p><p>Last month the government also announced that it would change the law so that prisoners are able to apply for apprenticeship opportunities in vital industries, including hospitality and construction.</p><p>Overall, we will publish an annual dashboard, showing performance against Key Performance Indicators, and league tables to increase transparency around prison performance.</p>

answer text <p>The information requested could only be obtained at a disproportionate cost. Internal management information indicates a baseline of 14% of prisoners in employment six months after release. Further validated data will be regularly published in future, with the first update no later than July 2022.</p><p> </p><p>It is a priority for this government to increase the proportion of prison leavers in employment following release. We will deliver a presumption in favour of offering offenders the chance to work in prison, on Release on Temporary Licence and on release. HMP Five Wells, which opened this month, is the first jail to have been designed with education, training and jobs for prisoners on release as its main purposes.</p><p> </p><p>We will also build stronger links with employers. Earlier this month, the Deputy Prime Minister announced plans to roll out Employment Advisory Boards in all 91 resettlement prisons by April 2023. The boards will link prisons with industry and make sure that offenders use their time in prison to gain the skills and links to job opportunities they need to find work on release.</p><p> </p><p>We will also change the law so that prisoners are able to apply for apprenticeship opportunities in vital industries, including hospitality and construction.</p>
