answer text <p>My Department is currently consulting on the £300 million discretionary relief scheme. The scheme will enable local authorities to help those individual businesses that are facing increased rates bills. Local authorities will be responsible for the design of local schemes which will include setting the eligibility criteria that will apply. answer text <p>The effect of the revaluation of business rates on businesses in areas where there is population of 10,000 or less and 3,000 or less will depend on the specific circumstances and location of the relevant property. A £3.6 billion transitional relief scheme will provide support to properties which face an increase in rates. My Department is working closely with the Treasury to determine how best to provide further support to businesses facing the steepest increases. We expect to be in a position to make an announcement on this at the Budget.</p> more like this

answer text <p>Business rates are based on valuations from the Valuation Office Agency and we do not intervene in their independent assessments. We have put in place a £3.6 billion transitional relief scheme for England to support ratepayers at the 2017 revaluation. As part of the consultation on the transitional relief scheme my Department published analysis of the impact of the revaluation by sector and region.</p><p><a href="http://www.gov.uk/government/consultations/business-rates-revaluation-2017" target="_blank">www.gov.uk/government/consultations/business-rates-revaluation-2017</a></p><p> </p><p>As regards the approach to valuing pubs, an Approved Guide for the Valuation of Public Houses for business rates has been agreed between the Valuation Office Agency and all 5 bodies representing pubs including the British Beer and Pub Association and the Association of Licensed Multiple Retailers.</p> more like this

answer text <p>By the end of the Parliament, local government will retain 100% of taxes raised locally, giving councils control of around an additional £12.5 billion of business rates to spend on local services. In order to ensure that the reforms are fiscally neutral, these new powers will come with additional responsibilities, as well as phasing out some grants from Whitehall. This move towards self-sufficiency and away from dependence on central government is something councils have long campaigned for. There were over 450 responses to the Government’s summer consultation. My officials are currently considering all responses and we will publish a summary of the responses and our proposals for the broad way forward shortly.</p><p>On 13 January 2017 we introduced the Local Government Finance Bill that will establish the framework for the reformed system. All relevant documents can be found here: <a href="http://services.parliament.uk/bills/2016-17/localgovernmentfinance.html" target="_blank">http://services.parliament.uk/bills/2016-17/localgovernmentfinance.html</a>. We will continue to work closely with local government during the passage of the legislation, to shape the detail of the reforms.</p>

answer text <p>The Government believes that local authorities can achieve greater impact when working together, especially when working over wider areas to achieve economic growth. For this reason, the Government wants to continue to encourage and reward pooling under the 100% business rates retention system. The Local Government Finance Bill contains provisions to amend the way that business rate pools are set up, and to increase the rewards open to pools of authorities.</p><p><br>We would expect to discuss with local authorities in any area, the size, shape and geography of the pools that could help achieve improved outcomes for local economic growth.</p> more like this
