answer text <p>Statutory neighbourhood planning time periods were introduced in October 2016 to speed up the neighbourhood planning process. The 2017 Neighbourhood Planning Act ensures that plans local people have created, come into force following a successful referendum. The starting point for determining planning applications up to eight weeks earlier.</p><p>These reforms also make it quicker and easier for communities to update their plans. The Government’s new £23 million support programme (2018-2022) will provide the resources and expertise that communities may need to plan for the future of their areas. Support includes grants for communities and professional planning advice on issues like housing and design.</p> more like this

answer text <p>Neighbourhood planning gives communities a powerful set of tools to shape their area. The Written Ministerial Statement of 12 December 2016 (HCWS346) introduced additional protection to neighbourhood plans where all of the following criteria apply:</p><p>•the written ministerial statement is less than 2 years old, or the neighbourhood plan been part of the development plan for 2 years or less;</p><p>•the neighbourhood plan allocates sites for housing; and</p><p>•the local planning authority can demonstrate a 3-year supply of deliverable housing sites against its 5 year housing requirement.</p><p>The Housing White Paper committed to take forward this important protection in the revised National Planning Policy Framework. Guidance for decision makers on interpreting the Written Ministerial Statement, in light of recent Court judgements, was published on 10 August 2017 <a href="https://www.gov.uk/guidance/neighbourhood-planning--2" target="_blank">https://www.gov.uk/guidance/neighbourhood-planning--2</a> (Paragraph: 083) and we will provide further clarification where necessary. Revised guidance will also set out more clearly how the five-year land supply should be calculated.</p><p> </p><p> </p>

answer text <p>We have strengthened Neighbourhood Planning through the Neighbourhood Planning (General) and Development Management Procedure (Amendment) Regulations 2016 that implement powers in the Housing and Planning Act 2016 and proposed measures in the Neighbourhood Planning Bill. In addition, my recent Neighbourhood Planning written ministerial statement of 12 December 2016 further strengthened Neighbourhood Planning by making it clear that where communities have planned for housing in their area through a recent neighbourhood plan, that those relevant policies should not be deemed to be “out-of-date” unless there is a significant lack of land supply for housing in the wider local authority area.</p><p>The Government has made available £22.5 million to support Neighbourhood Planning through the 2015-18 support programme. The Housing White Paper 2017 set out our intention to make further funding available to neighbourhood planning groups from 2018-2020.</p> more like this
