answer text <p>National Highways have a legal duty to achieve compliance of NO<sub>2</sub> levels on their roads in the shortest possible time. Part of this duty was to review new technology and research.</p><p> </p><p>The speed trial was one of these pieces of research undertaken by experts from Connected Places Catapult, supported by consultation and joint working with leading experts in emission measurements and modelling at TNO in the Netherlands between May 2017 and January 2019, and TU Graz in Austria.</p><p> </p><p>Findings of National Highways’ research have been presented to the Dispersion Modellers User Group (DMUG) and ITS(UK) Smart Environment Interest Group and is published on National Highways’ website.</p><p> </p><p>The speed trial implemented in 2021 was a way to understand if this research would work in real world conditions. The complex analysis of all the data collected on the M1 trial is currently being analysed and a report on the conclusions of the M1 speed trial will be published shortly.</p><p> </p>

answer text <p>Smart motorways have variable mandatory speed limits to smooth traffic flow and reduce congestion and have electronic signs to warn drivers of incidents ahead.</p><p> </p><p>Variable speed limits will often be triggered automatically when congestion is starting to build up ahead, or when the volume of traffic has reached a point where this is about to happen. Operators in National Highways’ regional control rooms are in overall control of this system and take a strategic regional view of the network. They can override speed limits or set them manually where needed; for example, to deal with a complex incident, help a vehicle leave an emergency area and re-join the carriageway, or provide a safe space to work for road workers as they set out or remove cones and temporary signing.</p> more like this

answer text <p>There are various reasons why National Highways may temporarily lower speed limits, including to deal with traffic congestion. Whatever the reason, the limit will be enforceable. However, National Highways is not an enforcement agency. Variable speed enforcement cameras are installed as part of every smart motorway scheme and are operated by the Police, who, as the enforcement authority, decide when and at what level to enforce.</p> more like this

Once the analysis has been concluded, we will determine whether the speed limits are beneficial to remain or not.
