answer text
The Department and NHS England are aware of the pressures on the provision of mental health beds. In February 2016, the Commission on Acute Adult Psychiatric Care published a final report, ‘Old Problems, New Solutions: Improving acute inpatient psychiatric care for adults in England’, which highlighted that the challenges of finding beds is not simply due to a reduction of beds, but rather relates to hospital discharge issues and the lack of community care and alternatives to admission. The report is available via the following link:

https://nhsproviders.org/media/2114/old-problems-new-solutions-report-lord-crisp-mhg-12-july-2016.pdf

more like this

answer text
The NHS England collection KH03 collects the number of available and occupied beds open overnight that are under the care of consultants. In Q1 2018-19, there was an average of 18,394 consultant-led mental health beds available in England. This represents 33.3 of this specific type of bed per 100,000 people in England.

Source: Quarterly KH03 beds return, NHS England https://www.england.nhs.uk/statistics/statistical-work-areas/bed-availability-and-occupancy/bed-data-overnight/

People with mental health conditions are increasingly being cared for by a wider range of health professionals, in multi-disciplinary teams, in different settings. We are investing in new models of care focusing on early intervention and prevention which will ultimately reduce the need for inpatient beds and ensure that people receive treatment in the most appropriate place. There is no data available for the total number of acute mental health beds in the National Health Service in England.

Figures for other European Union countries are not available.

answer text
The Five Year Forward View for Mental Health precipitated a five year programme aimed at building capacity within community-based services to reduce demand on the acute sector and in-patient beds and treat people closer to home. This work includes £400 million additional investment by 2021 for crisis resolution and home treatment teams, so that these services are available 24/7 and can help treat more people in the community and reduce hospital admissions.

This programme also includes specific action to improve access to high quality acute mental health care, and to eliminate out of area placements.

Following concerns about increasing incidence of detention under the Mental Health Act 1983 in recent years, in October 2017 my Rt. hon. Friend the Prime Minister commissioned an independent review to look at how the legislation and practice can be improved. Professor Sir Simon Wessely is leading the Review, which will publish an interim report in the spring and a final report in late 2018.

The Care Quality Commission has examined the factors that may be affecting the rise of detentions under the Act, and reported this January. It identified a number of factors including changes in the law and its interpretation, demographic changes, improved data reporting, as well as pressure on beds. The report, “Mental Health Act – The rise in the use of the MHA to detain people in England” is available at:

http://www.cqc.org.uk/publications/themed-work/mental-health-act-rise-mha-detain-england
