answer text
UK support to EU NAVFORMED Operation SOPHIA is making an important contribution to addressing migrant flows across the Mediterranean. Smugglers can no longer operate with impunity on the High Seas: SOPHIA has destroyed over 330 smuggling boats, apprehended nearly 100 suspected smugglers, and saved almost 30,000 lives - more than 9,000 of which were done so by HMS ENTERPRISE. And as part of a long-term solution, the UK is contributing to the training of the Libyan Coastguard to tackle migration from its shores.

At the Warsaw Summit in July, NATO Allies agreed to support SOPHIA's efforts to tackle irregular migration in the Mediterranean. This support will be delivered through NATO's newly launched maritime security framework, Operation SEA GUARDIAN, building on the swift and effective cooperation seen in joint efforts to cut lines of human trafficking in the Aegean Sea.

We are clear that SOPHIA is only one part of a comprehensive approach that addresses both the causes of migration and their consequences.

answer text The Government’s focus is on addressing the root causes of irregular migration so as to reduce the need for people to make perilous journeys to Europe. We have taken action to tackle smugglers and save lives at sea: HMS Enterprise is deployed as part of the EU’s counter migration operation, Operation Sophia. The UK has rescued almost 18,000 people, and disrupted suspected people smugglers, in the Mediterranean since 2015. At the G7 Summit in Japan on 27 May, the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), announced that the UK will work on a plan to boost the capability of the Libyan coastguard to stem the flow of illegal migration across the Mediterranean into Europe. Following adoption of the UN Security Council Resolution 2292 on 14 June, we are working with EU partners to ensure Op Sophia can begin its new taskings as soon as possible, including capacity building for the Libyan Coastguard. As the Prime Minister announced following the June European Council, RFA Mounts Bay will also be deployed to stop the flow of weapons to terrorists, particularly Daesh, in Libya. As the Prime Minister also said at the G7, the UK stands ready to deploy an additional naval vessel to the South Central Mediterranean.

answer text
We are encouraging the EU counter-migration mission, Operation SOPHIA, to increase its role in tackling irregular migration across the Central Mediterranean. Indeed, earlier this week the EU Foreign Affairs Council agreed on the need to evaluate options for increasing SOPHIA's impact on human trafficking networks. This may include broader security support to the legitimate Libyan authorities, for example through potential capacity building. The UK currently has HMS ENTERPRISE deployed in support of Operation SOPHIA, and although we have no immediate plans to increase naval patrols in the Mediterranean, we are keeping our contribution under review as the operation's requirements change.
more like this

answer text
The government believes that the root causes of migration must be addressed, and not just the symptoms. A comprehensive solution is needed that will reduce the pull and push factors causing people to leave their countries of origin. We must also address the transit routes being used, as well as disrupting the criminal elements who are smuggling and trafficking humans. We are working closely with EU and international partners to find such a solution.

Because it is the gateway to western Mediterranean irregular migration, the government is also working with other countries to bring about a functioning government in Libya.

The government has provided substantial development and humanitarian assistance to help refugees from the civil war in Syria. The Unted Kingdom has now committed more than £1 billion of aid to help people displaced by the conflict there, both within Syria and in neighbouring countries, and to encourage stability. This makes the UK the EU’s largest donor, and second largest donor (after the USA) overall.

United Kingdom support has helped to provide more than 20 million food rations, 2.5 million medical consultations, and given 1.6 million people access to clean water . The UK is providing education to a quarter of a million children in the area.

Additionally, the Prime Minister announced on 7 September that the UK will resettle 20,000 Syrian refugees from the region over the course of this parliament.

An EU/Africa Summit in Valletta in November offers the opportunity to develop a robust and comprehensive set of proposals to deal with the upstream cause of irregular migration. We are fully engaged in the preparations.

The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), The Secretary of State for International Development, my right hon.
