It remains our assessment that the transfer of Palestinian child and adult detainees to prisons inside Israel is in violation of the Fourth Geneva Convention. The UK government does not consider the Palestinian Authority’s (PA) prisoner payments system to be equivalent to conventional welfare payments. The UK government acknowledges that people in need are entitled to access support that is based on objective social need. For this reason we continue to press the PA to make the prisoner payments system more needs based, transparent and affordable. UK Ministers have raised this personally with the Palestinian Foreign Minister, and officials raised this with the PA at senior levels most recently on 28 March 2019. We have raised the issue with the Israeli authorities, encouraging them to carry out transparent investigations whether use of live fire had been appropriate.</p><p>We repeatedly make clear to the Israeli authorities our longstanding concerns about the manner in which the IDF police non-violent protests and the border areas, including use of live ammunition. Initial detention periods have also been shortened. We believe that negotiations will only succeed when they are conducted between Israelis and Palestinians, supported by the international community. While welcoming the positive steps that Israel has taken since the last review in 2012, we continue to call upon Israel to improve its practices in line with international law and obligations. Officials at our Embassy in Tel Aviv raised our concerns about children in detention with the Israeli authorities on 18 March 2019 and reiterated the UK’s offer of expert discussions on the issue. answer	answer is ministerial correction date of answer 09/04/2019 answer text <p>DFID has agreed that Search for Common Ground (SFCG) should select the research partner through a closed selection process because the processes involved in an open competition would place sensitive information about existing programme activities into the public domain. Our risk assessment indicates that this information could be used to target future programme activities, individual participants, or local staff involved in the management of the programme, and so we took this decision in order to uphold the aid principle to do no harm.</p><p> </p><p>DFID received the bids from SFCG on 17 March 2019, and the evaluation panel comprehensively reviewed the bids and concluded that they did not sufficiently address the scope of work required for the People for Peaceful Change research piece. DFID is currently in the middle of agreeing an alternative option to effectively deliver a comprehensive and robust research element to this programme. It is vital that those delivering medical services are protected. We have not raised this specific issue with the Israeli authorities. While we recognise Israel's legitimate need to deploy security measures, we encourage them to deploy these in a way which minimises tension and to use appropriate force.
