answer	answer is ministerial correction date of answer 05/04/2016 answer text <p>We welcome the commitments that Iraqi Prime Minister Haider al-Abadi has made to reaching out to all of Iraq’s communities and delivering the reforms needed to progress reconciliation in Iraq.</p><p>Although Prime Minister Abadi has taken a number of important steps in this regard, including appointing the most inclusive government that Iraq has seen for a decade and advancing decentralisation, the reconciliation process remains in the early stages, with progress slow.</p><p>Key elements of the reconciliation agenda – including legislation aimed at addressing the grievances of Iraq’s communities - remain at various stages of deliberation in Parliament.</p><p>During his recent visit to Iraq the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed the importance of genuine reform and meaningful reconciliation with Prime Minister Abadi and emphasised the importance of progress. answer	answer is ministerial correction date of answer 05/04/2016 answer text <p>With our partners in the Global Coalition and the wider international community, the UK is supporting the Government of Iraq’s recovery efforts in areas liberated from Daesh.</p><p>In the last year UN Development Programme (UNDP) report that these efforts have contributed to the return of 170,000 people to Tikrit, 49,000 people to Al Dour and 15,000 people to Mkeishifa.</p><p>Specific UK support includes providing: £2.5 million for UNDP’s Funding Facility for Immediate Stabilisation, which supports community reconciliation and the rehabilitation of infrastructure in newly liberated areas of stabilisation; a stabilisation advisor for UNDP; a Communications Advisor to support the Governor of Anbar; and £225,000 to UN Mine Action Service to establish a coordination unit to assess the scope of explosive threats. These follow large demonstrations which took place during summer 2015. We welcome the overwhelmingly peaceful nature of these demonstrations and the measured manner in which they have been policed. Demonstrators commented on the good treatment by and positive interaction of the Iraqi Security Forces. This is in stark contrast to 2011 when lethal force was used against demonstrators. We are also following similar demonstrations in Iraqi Kurdistan.</p><p>However, we are concerned by recent reports alleging that Iraqi Security Forces, Kurdish Security Forces, Iraqi Popular Mobilisation Forces and militias have committed human rights abuses and violations during recent military operations. We have been clear that Iraqi forces need to do everything they can to protect civilians and demonstrate that they are fighting on behalf of all Iraq’s communities. Prime Minister Abadi and Kurdish Regional President Barzani have committed to investigating all reports and ensuring those responsible are held to account. answer	answer is ministerial correction date of answer 24/09/2015 answer text <p>We are supporting Prime Minister Abadi in his efforts to rebuild public trust in the Iraqi state, deliver the services and opportunities which all Iraqis want and deserve, and unite Iraq’s communities against the Islamic State of Iraq and the Levant (ISIL) and extremism. We welcome the commitments that he has made to inclusivity, to protecting Iraqi citizens, and addressing human rights abuses and holding those responsible to account.</p><p> </p><p>We have contributed £2million to the UN’s Funding Facility for Immediate Stabilisation, to help the Iraqi government stabilise areas recently liberated from ISIL and re-establish security, basic services and inclusive local governance. In 2015/16 we will provide funding for a number of projects designed to support community cohesion and encourage reconciliation, acceptance and tolerance between communities at a grass roots level. answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>The Government of Iraq’s (GoI) Ministry of Migration and Displacement, the department responsible for addressing humanitarian needs, has a budget for 2015 of $850 million. To date, they have received and allocated $300 million of their budget from the Ministry of Finance. The Ministry of Displacement and Migration estimate that 40% of the budget received to date is reaching those in the Kurdish Region of Iraq (KRI).</p><p> </p><p> </p><p>Since summer 2014, DFID has provided £59.5 million to the humanitarian crisis in Iraq. This includes essential humanitarian supplies, such as food, water and shelter. answer	answer is ministerial correction date of answer 01/06/2015 answer text <p>Since ISIL’s expansion in the summer of 2014, the Government of Iraq (GoI), with the support of the Global Counter-ISIL Coalition, including the UK, has succeeded in halting ISIL’s advance and pushing them out of a quarter of the territory they have captured. However, the security situation in Iraq remains concerning.</p><p>In central and western Iraq the Iraqi Security Forces (ISF), supported by Coalition airstrikes have generally succeeded in containing ISIL advances, and in places like Tikrit, retaken territory. On 17 May, however, ISIL captured the city of Ramadi in Anbar province. While this represents a symbolic and tactical advance for ISIL, we do not judge it to be strategically significant.</p><p>Some areas of Iraq, such as Mosul, remain under complete ISIL control whilst others like Fallujah and Baiji continue to be heavily contested.</p><p>In the north, the Kurdish Security Forces (KSF), supported by Coalition airstrikes, have recaptured territory, particularly around the Sinjar area, and continue to make incremental gains.
